<br />.. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />. <br /> <br />. <br /> <br />MINUTES OF THE ARDEN HILLS REGULAR COUNCIL MEETING <br />Monday, February 23, 1987 - Village Hall <br /> <br />CALL TO <br />.QBmlB <br /> <br />Pursuant to due call and notice thereof, Mayor Woodburn <br />called the meeting to order at 7:30 p.m. <br /> <br />ROLL CALL The roll being called the following members were <br />present: Mayor Woodburn, Councilmembers Nancy Hansen. <br />Gary Peck and Thomas Sather. Also present were Engineer Donald Christoffersen, <br />Barry Peters, Parks Director John Buckley, Public Works Supervisor Robert <br />Raddatz, Clerk Administrator Patricia Morrison and Deputy Clerk Catherine Iago. <br /> <br />RESOLUTION NO. <br />87-12; PROCLAIMING <br />GIRL SCOUT WEEK <br /> <br />Mayor Woodburn introduced representatives from several <br />Girl Scout Troops and one of the girl scout leaders. <br />After reading a proclamation, the Mayor and <br />Councilmembers, the girl scout representatives and the <br />audience stepped outside to release balloons in celebration of the 75th <br />anniversary of Girl Scouting. A plaque was presented to the City of Arden <br />Hills, in thanks for their support of girl scouting. <br /> <br />Hansen moved, seconded by Sather, that Council adopt <br />RESOLUTION NO. 87-12: PROCLAIMING WEEK OF MARCH 7-14, 1987, GIRL SCOUT WEEK. <br />Motion carried unanimously. (4-0) <br /> <br />APPROVE MINUTES <br /> <br />Moved by Sather, seconded by Peck, that Council approve <br />the Minutes of February 9. 1987. as submitted. Motion <br />carried unanimously. (4-0) <br /> <br />BUSINESS FROM FLOOR <br /> <br />None. <br /> <br />RES. NO. 87-13; <br />RCW DIST. WATER <br />MANAGEMENT PLAN <br /> <br />Council was referred to Engineer's letter of 2/12/87, <br />regarding the Water Resources Management Plan. <br /> <br />The Engineer advised Council after meeting with <br />representatives from various communities, a committee was formed to provide the <br />Watershed District with constructive information regarding their plan and to <br />prepare a draft document of concerns which each city should consider. He stated <br />the enclosed Exhibit "A" includes the various comments the Watershed managers <br />should consider before finally adopting their plan; noting the exhibit should <br />be sent along with a Resolution from Council indicating their support of the <br />plan. <br /> <br />Council and the Engineer discussed the items in Exhibit "A". Christoffersen <br />noted that after this plan has been approved, the City will have to develop a <br />TR-20 plan as' required by law. He explained that the area north of Highway 694 <br />has already been studied, therefore the cost of developing the TR-20 plan would <br />be lessened. <br /> <br />Hansen noted that by adopting the proposed resolution, Council accepts the, <br />plan, with the exception of items listed in the resolution; she questioned how <br />this would affect the revisions to the plsn. <br /> <br />Engineer advised the Water Resources Board will review the resolutions adopted <br />by all Cities to determine the impact of the plan on the Cities. He stated that <br />comments regarding the plan must be submitted to RCW by March I, 1987; if <br />comments are not received by that date, RCW will presume our concurrence with <br />the plan as submitted. <br /> <br />Hansen moved. seconded by Peck, that Council adopt <br />RESOLUTION NO. 87-13, CONCERNING RICE CREEK WATERSHED DISTRICT WATER RESOURCES <br />MANAGEMENT PLAN. as outlined with attached Exhibit "A". Motion carried <br />unanimously.
