<br />. <br /> <br />. <br /> <br />Minutes of Regular Council Meeting, February 23, 1987 <br />Page 2 <br /> <br />SMOKING POLICY <br />(CONT'D) <br /> <br />Clerk Administrator reviewed the background of this <br />issue and advised that the recommendation of the <br />committee members is a strong plan which exceeds the <br />guidelines. She noted there may be other alternatives which could be <br />after the committee chairperson has presented his report. <br /> <br />~ <br /> <br />State law <br />discussed <br /> <br />John Buckley, Chairperson for the committee, explained the rationale for the <br />smoking policy recommendation; he noted concerns were: 1. Air Pollution, 2) <br />Health of Smokers and Non-Smokers, and 3) Employer Costs due to Loss of <br />Productivity. He also reviewed the options discussed by the committee: <br /> <br />1. Village Hall can remain status quo. <br />2. Village Hall can become Smoke Free. <br />3. A Common Smoking Area can be designated, such as the Council <br />Chambers only between 8:00 a.m. and 5:00 p.m., and Office Area <br />designated as Smoke Free. <br />4. Same as #3, except Council <br />smoking, half non-smoking, <br /> <br />Chambers could be <br />,after 5:00 p.m. <br /> <br />designated half <br /> <br />Buckley advised the Public Works Garage is presently a smoke free area and will <br />re~in as such. <br /> <br />Morrison explained that an air purifier had been placed in the office area for <br />about one week. Employees determined that the system did help air circulation, <br />however, Buckley noted the purifier did not remove the chemical pollutants from . <br />the air. She also advised that there is adequate space in the Council chambers <br />to designate smoking and non-smoking areas, and be within the State law <br />guidelines. <br /> <br />Mayor Woodburn advised that the Council chambers had previously been designated <br />half smoking, half non-smoking. <br /> <br />Hansen noted that many Cities have adopted the smoke-free policy at their City <br />Offices and Council Chambers. <br /> <br />There was discussion regarding alternative policies for smoking/non-smoking <br />designations. <br /> <br />Sather moved, seconded by Hansen. that Council adopt a <br />policy to designate the Village Offices and Garage a smoke-free area and <br />furthermore, that the Council Chambers be designated a smoking area between the <br />hours of 8:00 a.m. and 5:00 p.m., and smoke-free area after 5:00 p.m. <br /> <br />Peck moved to amend the motion, seconded by Sather, <br />that Council adopt a policy to designate the Village Hall and grounds as a <br />non-smoking area, effective June 1, 1987. and furthermore. that employees be <br />encouraged to attend classes to quit smoking. Amendment to motion failed. . <br />(Peck and Sather voting in favor; Hansen and Woodburn opposed) (2-2) <br /> <br />In discussion, Councilmembers noted that the issue at this time is to adopt a <br />policy which will comply with State law; the issue of employees attending <br />classes to quit smoking could be discussed at a later date. <br /> <br />Woodburn moved to amend the motion to state that the <br />Council chambers be designated half smoking, half non-smoking area after 5:00 <br />p.m. Motion failed for lack of second. <br /> <br />Original motion failed. (Sather and Hansen voting 'in <br />favor; Woodburn and Peck opposed) (2-2) <br /> <br />Council noted that the Village Hall should be in compliance with State law and <br />therefore instructed the Clerk Administrator to set-up a temporary policy which <br />would comply with the minimum requirements of the 1aw; until such time as more <br />research can be submitted to Council. <br /> <br />. <br /> <br />~ <br />
