AGENDA ITEM — 3B <br />,-ARZEN HILLS <br />MEMORANDUM <br />DATE: March 11, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />Julie Hanson, Assistant to the City Administrator/City Clerk <br />SUBJECT: Event Center Concept Plan — 3776 Connelly Avenue <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />For Council Consideration <br />Council should provide feedback to guide future consideration of a land use application by Rose <br />Kukwa ("Applicant") regarding the proposed redevelopment and text amendment language for <br />the property located at 3776 Connelly Avenue ("Subject Property" and formerly Northern Lights <br />Bingo). The concept review would provide direction on a phased development plan that will <br />allow for the utilization of the building as an event center, restaurant, and adult day care. <br />Following the concept review discussion, the Applicant could decide whether to move forward <br />with the required land use application for a text amendment to allow an event center, planned <br />unit development for phased redevelopment, and a conditional use permit for the adult day care. <br />Background Proposed Uses <br />Rose Kukwa has submitted a land use application for a concept review to garner feedback from <br />the City Council on the potential redevelopment of the former bingo hall site into a multi -use <br />facility as part of a phased development of the Subject Property. The phasing would be three- <br />part which would be rolled out over a one-year period as stated in the development plan. The <br />first use that would start immediately upon city approvals would be to operate an event center <br />with a capacity of up to 464 attendees. Phases 1 and 2 are both associated with the event center <br />use. In Phase 1, the event center would operate with all the food service and alcoholic beverages <br />being provided by a licensed caterer. The Applicant would not hold a City or State license for <br />food service and/or the sale of alcoholic beverages. As part of Phase 2, the Applicant would <br />open a caf6 inside the building. At this stage, the Applicant has stated that they would obtain a <br />City liquor license as a restaurant. Clients of the event center would have the option of bringing <br />in a caterer or having in-house dining. Lastly in Phase 3, the building would also be leased as an <br />adult day care. Hours of operation for building use(s) would be Monday through Thursday 9 <br />a.m. to 5 p.m. and Friday through Sunday from 8 a.m. to 3 a.m. <br />Page 1 of 3 <br />
