AGENDA ITEM — 3A <br />,-ADEN HILLS <br />MEMORANDUM <br />DATE: March 11, 2024 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Jessica Jagoe, Community Development Director <br />SUBJECT: Planning Case 24-002 — Concept Plan Review <br />Presbyterian Homes & Services — Johanna Shores McKnight Care Center <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />The Council should consider a request for a Concept Plan Review, submitted by Presbyterian <br />Homes & Services ("Applicant") for the McKnight Care Center building on the Johanna Shores <br />property located at 3200 Lake Johanna Boulevard ("Subject Property"). The Applicant is <br />seeking feedback from the City Council on a concept plan to replace the 208 bed care center with <br />72 new skilled nursing beds and 77 units of independent living apartments. <br />The Concept Plan Review process is an opportunity for the City Council to provide comments <br />and ask questions regarding proposed developments. A concept review is considered advisory <br />and is nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). No <br />formal action can be taken at a Work Session. A formal application will be subject to the full <br />review process, including a public hearing with Planning Commission and City Council review. <br />Background <br />The Subject Property is part of approximately 21.2 acres owned by Presbyterian Homes & <br />Services. In November 2010, the City Council approved a Master and Final PUD for the <br />redevelopment of the Johanna Shores care facility in Planning Case 10-012. Other approvals in <br />this case included a Preliminary and Final Plat and the rezoning of the property from R-2 to R-4 <br />to bring the mix of residential uses on the property into compliance with the zoning code. The <br />redevelopment project was divided into Phase I and Phase II with first the demolition of the <br />existing Lakeview Building and the construction of a new 162 unit building in its place. The <br />second phase included the construction of 36 units in two brownstone style apartment buildings <br />on the site of the to -be demolished Sutton Place apartments. The McKnight Care Center was to <br />remain and was not altered as part of the redevelopment. <br />Page 1 of 3 <br />
