SECTION 1: GENERAL INFORMATION <br />A. OBJECTIVE <br />The City of Arden Hills seeks professional services to update the City's planning and land use <br />regulations including City Code Chapter 11 — Subdivision and Chapter 13 — Zoning Code. With <br />assistance from City Staff, the selected consultant will conduct a public process to craft new <br />planning and land use regulations for the City of Arden Hills. The final product must be an <br />innovative, adaptive, user-friendly, and highly illustrative code that will implement the vision of <br />the City's 2040 Comprehensive Plan. <br />B. CONTRACT ADMINISTRATOR <br />This RFP has been issued by the City of Arden Hills Community Development Department. CITY INFORMATION <br />The City of Arden Hills is located in northern Ramsey County, Minnesota. Arden Hills was <br />incorporated on February 14, 1951. The population of the City is 9,939 (2020 Census). The City <br />is approximately 10 square miles in area. The City has I-35W along most of its western <br />boundary and 1-694 runs east/west through the center of the City. Most of the northern four <br />square miles of the City, the area north of County Highway 96, is owned by the U.S. Army. The <br />western part of this U.S. Army property, approximately 430 acres, known as the TCAAP site <br />(Twin Cities Army Ammunition Plant) or Rice Creek Commons, is owned by Ramsey County. <br />Excluding the Army and County properties, the City is mostly fully developed. <br />Arden Hills' residents enjoy a high quality of living with great parks and trails, excellent access <br />to the regional transportation system and stable, diverse neighborhoods. The City serves as home <br />to many large corporations, such as Boston Scientific and Land O Lakes, a number of small to <br />medium size businesses, and two private colleges. <br />The City is responsible for maintaining about 31 miles of roadways, about 66 cul-de-sacs, and an <br />extensive storm water collection and treatment system. The sanitary sewer collection system <br />includes 42 miles of mains and 14 lift stations. The City purchases its water from the City of St. <br />Paul via the City of Roseville. The system includes two water towers, a booster station and 38 <br />miles of pipes. The City also has many wetlands, lakes, and other significant environmental <br />features. <br />D.
