ARDEN HILLS CITY COUNCIL — FEBRUARY 12, 2024 5 <br />Councilmember Holden stated she agreed with Councilmember Monson. She commented on <br />how the commercial developers want to ensure the development was set up properly to support <br />the smaller retail that would surround Costco. <br />Mayor Grant explained Costco drives a lot of traffic for both their retail and gas station. He <br />supported the AUAR studying a big box scenario and noted he also wanted to review the <br />County's traffic study numbers. He reiterated that the City was required to complete an AUAR. <br />Councilmember Monson indicated she supported the AUAR being completed with a big box <br />scenario but did not support an additional traffic study for County Road 96 until this has been <br />discussed by the JDA and the County traffic report had been presented to the City. <br />MOTION: Councilmember Holden moved and Councilmember Monson seconded a <br />motion to Approve Rice Creek Commons Alternative Urban Areawide <br />Review (AUAR) Update with an alternative that includes a big box scenario. <br />The motion carried (5-0). <br />B. Motion To Approve Resolution 2024-009 Appointing Elizabeth Johnson To <br />The Parks, Trails And Recreation Committee (PTRC) <br />Councilmember Holden asked what neighborhood Elizabeth Johnson lived in. <br />Councilmember Fabel indicated Ms. Johnson lives in the Glenhill neighborhood. <br />Councilmember Monson stated she was pleased to see Ms. Johnson was willing to serve the <br />City in this capacity. <br />Councilmember Rousseau indicated she visited the Bartz Brothers snow sculpture and <br />afterwards she saw the two co-chairs speaking with Ms. Johnson in order to prepare her for her <br />new position. She looked forward to seeing the great work that would continue to be done by the <br />PTRC. <br />MOTION: Councilmember Fabel moved and Councilmember Rousseau seconded a <br />motion to Approve Resolution 2024-009 Appointing Elizabeth Johnson To <br />The Parks, Trails And Recreation Committee (PTRC). The motion carried <br />(5-0). <br />C. Motion To Approve Resolution 2024-008 Approving Plans And Specifications <br />And Ordering Advertisement For Bids — 2024 PMP Street And Utility <br />Improvement Project <br />Councilmember Monson asked if this project included a sidewalk on Royal Lane. She recalled <br />the Council had discussed a sidewalk beginning at Norma and extending to the park. She <br />questioned if this sidewalk section could be included within the project as a design alternative. <br />Public Works Director/City Engineer Swearingen reported there were brief discussions of the <br />addition of a trail along Royal Lane. He explained the trail improvement from Floral up to the <br />Parkway had been included in this project. He reported the trail from Norma to the park wasn't <br />necessarily needed given the straight site lines. He noted this matter could be further discussed by <br />
