ARDEN HILLS CITY COUNCIL — FEBRUARY 12, 2024 5 Councilmember Holden stated she agreed with Councilmember Monson. She commented on how the commercial developers want to ensure the development was set up properly to support the smaller retail that would surround Costco. Mayor Grant explained Costco drives a lot of traffic for both their retail and gas station. He supported the AUAR studying a big box scenario and noted he also wanted to review the County's traffic study numbers. He reiterated that the City was required to complete an AUAR. Councilmember Monson indicated she supported the AUAR being completed with a big box scenario but did not support an additional traffic study for County Road 96 until this has been discussed by the JDA and the County traffic report had been presented to the City. MOTION: Councilmember Holden moved and Councilmember Monson seconded a motion to Approve Rice Creek Commons Alternative Urban Areawide Review (AUAR) Update with an alternative that includes a big box scenario. The motion carried (5-0). B. Motion To Approve Resolution 2024-009 Appointing Elizabeth Johnson To The Parks, Trails And Recreation Committee (PTRC) Councilmember Holden asked what neighborhood Elizabeth Johnson lived in. Councilmember Fabel indicated Ms. Johnson lives in the Glenhill neighborhood. Councilmember Monson stated she was pleased to see Ms. Johnson was willing to serve the City in this capacity. Councilmember Rousseau indicated she visited the Bartz Brothers snow sculpture and afterwards she saw the two co-chairs speaking with Ms. Johnson in order to prepare her for her new position. She looked forward to seeing the great work that would continue to be done by the PTRC. MOTION: Councilmember Fabel moved and Councilmember Rousseau seconded a motion to Approve Resolution 2024-009 Appointing Elizabeth Johnson To The Parks, Trails And Recreation Committee (PTRC). The motion carried (5-0). C. Motion To Approve Resolution 2024-008 Approving Plans And Specifications And Ordering Advertisement For Bids — 2024 PMP Street And Utility Improvement Project Councilmember Monson asked if this project included a sidewalk on Royal Lane. She recalled the Council had discussed a sidewalk beginning at Norma and extending to the park. She questioned if this sidewalk section could be included within the project as a design alternative. Public Works Director/City Engineer Swearingen reported there were brief discussions of the addition of a trail along Royal Lane. He explained the trail improvement from Floral up to the Parkway had been included in this project. He reported the trail from Norma to the park wasn't necessarily needed given the straight site lines. He noted this matter could be further discussed by
