Same-Impoundment of vehicle. <br /> Any vehicle parked in violation of section 26.3 is hereby <br /> declared to be a traffic safety hazard and nuisance and the <br /> same may be summarily abated by removing and towing <br /> away such vehicle by or under the direction or at the <br /> request of any member of the police department. Such <br /> vehicle shall be stored at such place within or without the <br /> city as may be directed by the police department and, within <br /> fourteen (14) days of such impounding, the chief of police <br /> shall mail written notice thereof to the owner at his last <br /> known address according to the vehicle registration records <br /> of the secretary of state. Before the owner or his agent shall <br /> be permitted to remove the vehicle from the custody of the <br /> police, he shall furnish satisfactory evidence of identity and <br /> ownership of the vehicle; pay all reasonable charges for the <br /> towing and storage of said vehicle and sign a written <br /> receipt for said vehicle. <br /> As an alternative to the foregoing the police officer may <br /> require the owner of an illegally-parked vehicle to remove . <br /> said vehicle from the subject street or highway during the <br /> times limited above. Same-Prima facie evidence. <br /> The operation, use or par king of a motor vehicle in <br /> violation of section 26-3 shall be prima facie evidence that <br /> said motor vehicle was at the time of such violation, <br /> controlled, operated, and used by the owner thereof. Unreasonable acceleration-Prohibited. <br /> Unreasonable acceleration of any motor' vehicle on any <br /> public or private road or way within the city, as <br /> unreasonable acceleration is herein defined, IS hereby <br /> declared to be a public nuisance and is prohibited.
