SECRETARY <br /> SUBJECT: SURVEY OF OTHER COMMUNITIES WITH NEW CITY HALL FACILITIES <br /> ========================================================================== <br /> I spoke with Tom Simonson's secretary from Shoreview and asked how they <br /> proceeded with planning for a community center/city hall. She informed me <br /> they formed a Design Review Committee comprised of the Mayor, two <br /> Councilmembers, a person from the administrative staff, volunteer members <br /> of the City's Park and Recreation Commission, and the Planning Commission <br /> chairperson. This group viewed several local city hall facilities and the <br /> Park & Rec members toured one in Colorado. They determined what they <br /> would need in terms of size, design, etc. , and held neighborhood parties <br /> where interested citizens were welcome to attend to learn more about what <br /> was planned and to offer their input. <br /> RFP's were sent to various architects and were reviewed by the Committee. . <br /> I am not sure, but assume the selected architectural firm participated in <br /> the bond process whereby voters were asked to vote for the referendum to <br /> finance the new facility. She will send me whatever information she can <br /> find in the file. <br /> Yesterday I spoke with Liz Witt from Eagan. They constructed a new city <br /> hall six years ago and successfully passed a bond referendum to help <br /> finance the structure. Eagan, like Shoreview, held neighborhood coffee <br /> parties to promote the new building and to develop a marketing strategy. <br /> The architect also assisted with the marketing of the new building. There <br /> was an article in the October or November, 1984 League Magazine on Eagan's <br /> new city hall. Liz will also send me her notes and other pertinent <br /> information she has on file. She was a member of the citizen's committee <br /> for the new structure. <br /> Mendota Heights began planning three years ago for their new structure, <br /> which they moved into last November. Residents were asked to serve on the <br /> Neighborhood City Hall Committee, along with admirustrative staff, Council, <br /> and the Planning Chairman. Seven sites were chosen and narrowed down to <br /> one the City already owned. The committee toured several other new city <br /> halls to get ideas for their own. Department heads were asked to try to <br /> determine how much square footage they would need for their specific <br /> department and to estimate how much additional future space they would <br /> need. Measurements were taken of all equipment (files, desks, counters, . <br /> machines, etc.) and diagrams were drawn up, arranged and rearranged many <br /> times. Neighborhood coffee parties were conducted by City residents to <br /> promote the construction of a new city hall. The City Treasurer handled <br />
