<br /> ---- <br />Minutes of the Arden Hills Council Worksession, January 22, 1990 - <br />Page 2 :-. <br />PARKING/SNOWPLOWING Public Works Supervisor Winkel discussed problems the <br />ORDINANCE staff is experiencing relative to "Snowbird" vehicles <br /> parking on City streets during snowplowing operations. <br />Winkel indicated the current Ordinance prohibits vehicles from parking on any . <br />City street after a 2" snowfall, until plowing is completed. He noted the <br />existing Ordinance has provision for towing vehicles and issuing citations, <br />however, previous Councilmembers did not favor strict enforcement. <br />The Public Works Supervisor suggested more specific language be included in the <br />Ordinance which restricts parking on the street during evening/early morning <br />hours to allow the crews to complete the snowplowing. <br />There was discussion relative to a "v.,Tinter Parking Banlr which would prohibit <br />parking during the winter months only for certain hours and more stringent <br />enforcement of the existing ordinance. <br />Council concurred that the City Attorney draft an amendment to the Arden Hills <br />parking ordinance, Section 26.3 Parking after snow accumulation, to include <br />language which prohibits vehicle parking on the street from October 15 thru April <br />15, during the hours of 11:00 p.m. to 6:00 a.m. <br />NOTIFICATION TO Council was referred to a memorandum from Deputy Clerk <br />RESIDENTS; PLANNING Clerk Iago dated 1-19-90, recommending that notification <br />COMJol. APPLICATIONS be provided to residents on planning cases which do not <br /> require a Public Hearing. <br />Iago explained the notification could be sent to residents within a 150 ft. <br />radius of the site or just to adjacent property owners; notification would . <br />consist of a brief explanation of the application and a map of the site. She <br />stated in either case the names of the property owners would be provided by the <br />applicant and mailed by staff. <br />Council concurred it would be preferable to notify property owners within a 150 <br />ft. radius of the site on planning matters which do not require a public hearing. <br />Deputy Clerk Iago was directed to prepare a memorandum for formal Council <br />consideration at the 1-29-90 Regular Council meeting, under Consent Calendar. <br />CITY HALL COMMITTEE; Council reviewed the memorandum from Deputy Clerk Iago <br />PROPOSED AGENDA/DATE dated 1-19-90, which outlined staff recommendations for <br /> a tentative monthly meeting date and agenda items for <br /> the committee to study. <br />There was discussion relative to the tentative agenda, meeting dates, possible <br />expansion of City services in the area of police, fire, community service <br />facilities, location of City facilities and future staffing needs. <br />Council concurred that Department Heads and staff should begin preparation of a <br />needs assessment which includes proposed space requirements for offices, work <br />areas, storage, conference facilities and areas used as community facilities; <br />Council Chambers, employees cafeteria, etc. <br />Mayor Sather suggested Councilmember Mahowald be contacted to determine his <br />availability for the meeting date proposed at the next Regular Council meeting. . <br />
