ARDEN HILLS CITY COUNCIL—FEBRUARY 12, 2024 11 <br /> 20. The Applicant shall provide a copy of the Stormwater Management Report and <br /> verification of Rice Creek Watershed approval prior to the approval of Development <br /> Agreement. <br /> 21. The Applicant shall provide a diagram of the 19 parking spaces provided for the site <br /> through the Reciprocal Easement Agreement. <br /> 22. Prior to the issuance of a grading permit, all items identified in the February 12, 2024 <br /> Engineering Division memo including the review comments noted on the plan sheets shall <br /> be addressed. All comments shall be adopted herein by reference. <br /> 23. Applicant shall be responsible for addressing Ramsey County review comments as noted <br /> in the February 12, 2024 report to the City Council. <br /> MOTION: Councilmember Holden moved and Councilmember Monson seconded a <br /> _motion to approve Resolution 24-011 for Planning Case 23-024 for a Master <br /> Planned Unit Development, Final Planned Unit Development, Conditional Use <br /> Permit, and Site Plan Review at 3751 Lexington Avenue North, based on the <br /> findings of fact and submitted plans, and the conditions in the February 12, <br /> 2024,Report to the City Council. <br /> Councilmember Rousseau stated she supported providing flexibility for a composite fence. <br /> AMENDMENT: Councilmember Rousseau moved and Councilmember Monson <br /> seconded a motion to add Condition 24: The City supports providing <br /> the Applicant PUD flexibility to allow for a composite fence along the <br /> west and south property lines as illustrated on the site plan. <br /> Mayor Grant asked if Mister Car Wash has installed other composite fences. <br /> Mr. Campbell explained he has not been required to install many other fences, but when <br /> required, he installs composite fences. He indicated the industry states these fences will last 20 to <br /> 25 years and were maintenance free. <br /> Councilmember Monson stated she supported the proposed amendment because a higher quality <br /> product would be installed within this development. <br /> The amendment carried (5-0). <br /> Councilmember Monson explained she supported the building positioning for traffic safety <br /> purposes, along with the canopy. In addition, she supported the auxiliary signs as proposed. She <br /> commented on the externally illuminated sign and noted she could support this whether it was <br /> it <br /> internally or externally lit. <br /> Councilmember Holden recommended the sign be internally lit and all electricity would be <br /> behind the wall. <br /> AMENDMENT: Councilmember Holden moved and Mayor Grant seconded a motion <br /> to add Condition 25: The sparkles on the front of the east side of the <br /> building shall be internally lit. <br /> I <br />
