ARDEN HILLS CITY COUNCIL—FEBRUARY 12, 2024 11 20. The Applicant shall provide a copy of the Stormwater Management Report and verification of Rice Creek Watershed approval prior to the approval of Development Agreement. 21. The Applicant shall provide a diagram of the 19 parking spaces provided for the site through the Reciprocal Easement Agreement. 22. Prior to the issuance of a grading permit, all items identified in the February 12, 2024 Engineering Division memo including the review comments noted on the plan sheets shall be addressed. All comments shall be adopted herein by reference. 23. Applicant shall be responsible for addressing Ramsey County review comments as noted in the February 12, 2024 report to the City Council. MOTION: Councilmember Holden moved and Councilmember Monson seconded a _motion to approve Resolution 24-011 for Planning Case 23-024 for a Master Planned Unit Development, Final Planned Unit Development, Conditional Use Permit, and Site Plan Review at 3751 Lexington Avenue North, based on the findings of fact and submitted plans, and the conditions in the February 12, 2024,Report to the City Council. Councilmember Rousseau stated she supported providing flexibility for a composite fence. AMENDMENT: Councilmember Rousseau moved and Councilmember Monson seconded a motion to add Condition 24: The City supports providing the Applicant PUD flexibility to allow for a composite fence along the west and south property lines as illustrated on the site plan. Mayor Grant asked if Mister Car Wash has installed other composite fences. Mr. Campbell explained he has not been required to install many other fences, but when required, he installs composite fences. He indicated the industry states these fences will last 20 to 25 years and were maintenance free. Councilmember Monson stated she supported the proposed amendment because a higher quality product would be installed within this development. The amendment carried (5-0). Councilmember Monson explained she supported the building positioning for traffic safety purposes, along with the canopy. In addition, she supported the auxiliary signs as proposed. She commented on the externally illuminated sign and noted she could support this whether it was it internally or externally lit. Councilmember Holden recommended the sign be internally lit and all electricity would be behind the wall. AMENDMENT: Councilmember Holden moved and Mayor Grant seconded a motion to add Condition 25: The sparkles on the front of the east side of the building shall be internally lit. I
