ARDEN HILLS CITY COUNCIL—FEBRUARY 12, 2024 12 <br /> Mayor Grant supported this sign being internally lit so the entire building was not washed with <br /> light. <br /> Councilmember Monson questioned why the City would require the graphic sign to be <br /> externally illuminated. She recommended the EDC investigate this requirement further. <br /> Community Development Director Jagoe explained this might be a requirement because <br /> graphic signs could be painted onto a building and therefore could not be internally lit. <br /> Councilmember Holden stated many logo signs were graphics that extend off a building and <br /> could be lit externally. <br /> Mayor Grant recommended the west sparkle also be internally illuminated. <br /> Councilmember Monson indicated she could make this Condition 26 unless Councilmember <br /> Holden was open to amending her motion. <br /> Councilmember Holden stated she would be willing to amend her motion. <br /> AMENDMENT: Councilmember Holden moved and Mayor Grant seconded a motion <br /> to add Condition 25: The Applicant shall be granted PUD flexibility to <br /> allow the graphic signs of sparkles on the east and west elevations of <br /> the building to have internal illumination. <br /> Councilmember Fabel anticipated the residents of Arden Hills would rather see a high end book <br /> store or restaurant at this location. <br /> The amendment carried (5-0). <br /> Mayor Grant stated with there being no further discussion, he would like to call the question for <br /> the motion as amended by the 25 conditions. <br /> The amended motion to approve Resolution 24-011 for Planning Case 23-024 <br /> for a Master Planned Unit Development, Final Planned Unit Development, <br /> Conditional Use Permit, and Site Plan Review at 3751 Lexington Avenue <br /> North, based on the fmdings of fact and submitted plans, and the conditions in <br /> the February 12, 2024, Report to the City Council and the addition of <br /> conditions 24 and 25 carried (5-0). <br /> 12. UNFINISHED BUSINESS <br /> None. <br /> 13. COUNCIL COMMENTS <br /> Councilmember Rousseau apologized to the residents and staff member that sat through the <br /> open comments period at the last Council meeting. She stated racist and anti-semitic comments <br /> were being made by speakers. She explained City business was not being addressed and these <br /> speakers should have been immediate stopped. She thanked City Administrator Perrault and the <br />
