ARDEN HILLS CITY COUNCIL—FEBRUARY 12, 2024 13
City Attorney for taking action before another speaker could attack another group of people. She
stated after the last Rice Creek Commons meeting, a postcard was sent to her home with vile anti-
semitic messaging. She anticipated this messaging was being targeted on the City because of Rice
Creek Commons.
Councilmember Rousseau explained Arden Hills ranked #2 in the hot housing index, noting the
average price per square foot was up 19%, houses sold six days faster than average and the great
school district was mentioned.
Councilmember Rousseau stated the Planning Commission did not meet in February.
Councilmember Rousseau explained the Economic Development Commission met in October,
December and February. She noted the first meeting was an orientation. She indicated this group
would like to begin meeting monthly versus every other month. She stated the EDC would be
looking at setting goals and establishing a code of conduct for the coming year.
Councilmember Rousseau reported NYFS would be hosting an open house in Shoreview on
Monday, February 26 from 4:30 p.m. to 6:30 p.m.
Councilmember Fabel commented on the State of the City meeting that was held this past
Saturday. He commended City Administrator Perrault and the Senior Communications
Coordinator for their outstanding work on this event. He appreciated their good work and
believed the information that was presented was beneficial to the residents of Arden Hills.
Councilmember Holden stated she was hoping to have more residents in attendance at the State
of the City given the fact it was moved to Saturday. She hoped this event could grow next year.
Councilmember Holden reported the speakers at the last Council meeting who were speaking
vilely were people who attended the meeting via Zoom. She anticipated these individuals were
not from Arden Hills. She did not believe the attacks had to do with Rice Creek Commons, but
rather had to do with the environment the City was in right now because the same kind of attacks
were happening in other cities.
Councilmember Holden explained she was honored to attend the 34 h Infantry Division
Deployment ceremony on Thursday, February 1 at 10:00 a.m. She explained over 550 soldiers
were being deployed to the Mid East. She encouraged the public to keep these soldiers in their
thoughts and prayers.
Councilmember Holden commented on the bonding bus that came through Arden Hills. She
appreciated the discussions that were held with legislators and thanked the Public Works Director
for his great presentation.
Councilmember Holden reported she received three phone calls from residents in the Chatham
neighborhood after they received a sheet of paper from the "City Naturalist". She explained she
informed these residents that the City did not have a City Naturalist on staff.
Councilmember Holden stated at the January 8 City Council meeting, the Council discussed the
affordability levels on Rice Creek Commons. She reported the AMI levels would be 30%, 40%,
50%, 60% and higher.
