<br />program costs shall be reimbursed by the County only upon <br />receipt from the City of the completed semi-annual <br />reports by the dates indicated, as required by <br />Subdivision l.d. herein. <br /> <br />. b. Unmarketable l1aterials <br /> <br />1) The County and City recognize that due to market <br />conditions there may be times when recyclable material <br />cannot be delivered to a market. The County and City <br />further recognize that it may be necessary to deliver <br />recyclable materials to a resource recovery facility or <br />landfill in order to sustain the curbside recycling <br />program. <br /> <br />2) The City may authorize its contractor to deliver <br />recyclable mater ial to a resource recovery facil i ty or <br />landfill only after the City has received permission from <br />the Public Health Department to do so. In order to <br />receive permission to authorize delivery of materials to <br />a resource recovery facility or landfill the City must <br />demonstrate to the County that the materials cannot be <br />delivered to a market. <br /> <br />3) If any recyclable material is processed at a resource <br />recovery facility or landfilled, the County shall <br />reimburse the City provided that proper documentation is <br />submitted. Proper documentation shall include: <br /> <br />. 0 a completed County claim form; <br /> <br />o invoices from the facility used for resource recovery or <br />landfilling which show the weight and type of material <br />delivered, the date of delivery and the amount charged <br />for the delivery; and <br /> <br />o documentation showing that the contractor hired by the <br />City has made efforts to secure long-term markets for the <br />recyclable materials being landfilled or processed at a <br />resource recovery facility and has made efforts to avoid <br />future landfilling or processing at a resource recovery <br />facility. <br /> <br />c. Public Education <br /> <br />Any public education materials produced by the City or its <br />subcontractor(s) shall credit the County and the Metropolitan <br />Council as funding sources for the recycling program. <br /> <br /> <br /> <br /> <br /> <br />. <br /> <br />2 <br />
