CALL 'IO ORDER Pursuant to due call and notice thereof, Mayor Sather <br /> callai the meeting to order at 7:30 p.m. <br /> ROLL CALL The roll being callai the following members were present: <br /> Mayor Thomas Sather, Councilmembers Paul Malone and <br /> Thomas Mahowald. Absent: councilmembers Nancy Hansen and JoAnn Gr'owe. Also <br /> present: Planner Jolm Bergly, Attorney Jerry Filla, Engineer Terry Maurer, <br /> Treasurer Frank Green, Park Director JOM Buckley, Public Works Supervisor Daniel <br /> Winkel, Clerk Administrator Gary Berger and Deputy Clerk catherine Iago. <br /> AOOPI' M/'llone moved, seconded by Mahowald, to adopt the April 9 <br /> AGENDA Agenda as suhnitted. Motion carriai unanlinously. (3-0) <br /> APPROVE Mahowald moved, seconded by Malone, to approve the <br /> MINUI'ES minutes of the March 26 Regular council meeting as <br /> suhnitted. Motion carried unanimously. (3-0) <br /> CDNSENT CALENDAR Malone moved, seconded by Mahowald, to approve the <br /> COnsent calendar for the April 9 council Meeting and <br /> authorize executive of all necessary d=uments containai therein: <br /> a. Adopt Resolution No. 90-14, Pr=laiming Minnesota Volunteer Week, April <br /> 22-28, 1990. <br /> b. Adopt Resolution No. 90-15, Pr=laiming Earth Day, April 22, 1990. <br /> c. Appoint Arnold Delger, 1455 Arden view Drive and Christopher Hang, 4247 Arden <br /> View COurt, to Public Safety/Works Committee. <br /> . d. Approve Purchase of Infield Groomer and Lawn SWeeper. <br /> e. Change Regular Council Meeting Date, Monday, May 28 to Tuesday, May 29, 1990. <br /> f. Adopt Apportionment Resolutions Nos. 90-19, 90-20, and 90-2l. <br /> g. Approve List of Claims and Payroll. <br /> Motion carried unanimously. (3-0) <br /> PUBLIC ro1MENTS <br /> REQUEST SI'REEI' Mayor Sather explained this matter will be discussed at a <br /> LIGHrS future meeting as the resident was not prepared to <br /> present the request at this time. <br /> GEESE PROBLEM; Mayor Sather asked if there was anyone present who wished <br /> lAKE JOHANNA to be heard. <br /> Tom Ludlow, 1515 Edgewater Avenue, explained the problems the residents in this <br /> area are experiencing due to the geese. He advised the number of geese increase <br /> each year and the ex=ement =eates an unhealthy abnosphere for residents. Ludlow <br /> stated the residents have tried various methcx1s to remove the geese from this <br /> area and have failed. He explained his wife directed a letter to the city in <br /> November 1989 and the response indicated the best time to deal with the geese is <br /> in the summer months. <br /> Ludlow questionai if the residents could initiate a "Hunter/stalker" approach to <br /> eliminate the geese from the area. He explained this methcxi =eates a hostile <br /> . envirorunent to discourage the geese from nesting. Ludlow des=ibed the methcxi <br /> involves stalking the family of geese to =eate an anxious atmosphere and <br /> discharging firearms, with blank loads, to =eate a fear of the area. He advised <br /> the second phase of the program would involve placement of several swan decoys on <br /> the lake; toth phases are necessary to deter the geese from nesting in the area. <br /> n <br />
