GEESE (Cont'd) Mayor Sather stated this matter has been brought before Council for discussion on an arulUal basis by residents of . either lake Johanna or Josephine. He advised Ludlow it is illegal to discharge a firearm within the City lilnits and Council would not authorize this method to prohibit the geese fram nesting in this area. Sather explained lake Johanna and Josephine fall under the jurisdiction of Ramsey County and the city has tried to work with the County on various occasions to elllninate the problem. He expressed concern regarding a health hazard at the beach areas due to the geese ex=ement. The Mayor suggested stafr contact Ramsey County officials and the DNR to determine if the number of geese in this area pose a health risk within an urban environment. Joseph Kahnke, 1541 Edgewater Avenue, explained the number of geese nesting in this area in=eases every year. He expressed concern regarding the health hazard to children using the beaches and suggested the City make an effort to rid the lake area of the geese. Council con=red to direct staff to contact the Deparbnent of Natural Resources and Ramsey County officials to determine a method to remedy this problem. AWARD BID; Council was referred to a memorandum from the Clerk WELL ABANDONMENT Administrator dated 4-7-90 and a letter fram Delta KEM MILLING SITE Environmental, Inc. dated 4-6-90 relative to the bid tabulation for well abandonment at the Kem Milling site. . Berger advised he concurs with Delta's recorrnnendation to award the bid to the lowest responsible bidder, Bergerson-caswell, Inc., of Maple Plain, in the amount of $12,760.00, subject to satisfactory reference checks. Mahowald moved, seconded by Malone, that Council award the bid for well abandonment at the Kem Milling site to the lowest responsible bidder, Bergerson-caswell, Inc., of Maple Plain, in the amount of $12,760.00, pending satisfactory reference checks. Motion carried unan:iJ:nously. (3-0) AWARD BID; Council was referred to a report fram the Clerk UNDERGROUND TANK Administrator dated 4-6-90, relative to the bid REM'JVAL, KEM ta1::ulation for underground storage tank removal at the MILLING SITE Kem Milling site. Berger advised that he concurs with Delta's reconunendation to award the bid to HRS Construction of Loretto, based on their low bid of $15,800 and pending satisfactory reference checks. He noted that HRS also received the bid for building demolition, which will provide some economy of skill and minilnize some problems in terms of phasing of the project. councilmember Malone questioned if the lump sum base bid is a compilation of the excavating, transporting and additional backfill. Darryl Ohman, Delta Evironmental, explained the lump Slll1l bid includes the . excavation, tank removal, backfill and disposal of the tanks. He stated the amount of additional clean backfill, transporting or excavation was requested in the bid process to indicate what additional costs will be if soil contamination conditions are found at the site; the figures noted in the bids are estimtes.
