He advised Ludlow it is illegal to discharge a <br /> firearm within the City lilnits and Council would not authorize this method to <br /> prohibit the geese fram nesting in this area. <br /> Sather explained lake Johanna and Josephine fall under the jurisdiction of Ramsey <br /> County and the city has tried to work with the County on various occasions to <br /> elllninate the problem. He expressed concern regarding a health hazard at the <br /> beach areas due to the geese ex=ement. <br /> The Mayor suggested stafr contact Ramsey County officials and the DNR to <br /> determine if the number of geese in this area pose a health risk within an urban <br /> environment. <br /> Joseph Kahnke, 1541 Edgewater Avenue, explained the number of geese nesting in <br /> this area in=eases every year. He expressed concern regarding the health hazard <br /> to children using the beaches and suggested the City make an effort to rid the <br /> lake area of the geese. <br /> Council con=red to direct staff to contact the Deparbnent of Natural Resources <br /> and Ramsey County officials to determine a method to remedy this problem. <br /> AWARD BID; Council was referred to a memorandum from the Clerk <br /> WELL ABANDONMENT Administrator dated 4-7-90 and a letter fram Delta <br /> KEM MILLING SITE Environmental, Inc. dated 4-6-90 relative to the bid <br /> tabulation for well abandonment at the Kem Milling site. . <br /> Berger advised he concurs with Delta's recorrnnendation to award the bid to the <br /> lowest responsible bidder, Bergerson-caswell, Inc., of Maple Plain, in the amount <br /> of $12,760.00, subject to satisfactory reference checks. <br /> Mahowald moved, seconded by Malone, that Council award <br /> the bid for well abandonment at the Kem Milling site to the lowest responsible <br /> bidder, Bergerson-caswell, Inc., of Maple Plain, in the amount of $12,760.00, <br /> pending satisfactory reference checks. Motion carried unan:iJ:nously. (3-0) <br /> AWARD BID; Council was referred to a report fram the Clerk <br /> UNDERGROUND TANK Administrator dated 4-6-90, relative to the bid <br /> REM'JVAL, KEM ta1::ulation for underground storage tank removal at the <br /> MILLING SITE Kem Milling site. <br /> Berger advised that he concurs with Delta's reconunendation to award the bid to <br /> HRS Construction of Loretto, based on their low bid of $15,800 and pending <br /> satisfactory reference checks. He noted that HRS also received the bid for <br /> building demolition, which will provide some economy of skill and minilnize some <br /> problems in terms of phasing of the project. <br /> councilmember Malone questioned if the lump sum base bid is a compilation of the <br /> excavating, transporting and additional backfill. <br /> Darryl Ohman, Delta Evironmental, explained the lump Slll1l bid includes the . <br /> excavation, tank removal, backfill and disposal of the tanks. He stated the <br /> amount of additional clean backfill, transporting or excavation was requested in <br /> the bid process to indicate what additional costs will be if soil contamination <br /> conditions are found at the site; the figures noted in the bids are estimtes. <br />
