Administrator dated 4-6-90, relative to the Lexington IMPROVEMENTS Avenue Improvement Projects proposed by Ramsey County. Engineer Maurer reviewed his letter dated 4-4-90 and recommended the plan be approved, the parking along a p:::>rtion of Lexington Avenue be restricted and the agreement be approved after deletion of Item #4 which is the westerly bike path. Malone moved, seconded by Mahowald, to amend the Cooperative Agreement with Ramsey County, No. 90001, and direct staff to prepare the amendment which eliminates Item #4, relating to City payment f= construction of the westerly bike path. Motion carried unanimously. (3-0) Malone moved, seconded by Mahowald, to adopt Resolution No. 90-16, APPROVING PUlNS FUR PROJECI' NO. S.A.P. 62-651-25, excluding the construction of the westerly bike path. Motion carried unanimously. (3-0) Malone moved, seconded by Mahowald, to adopt Resolution No. 90-17, REl;;1UFSI'ING RAMSEY CDUNTY 'ill RESTRIcr PARKING AIDNG A FORTrON OF LEXINGIDN AVENUE, that IXlrtion extending between Trunk Highway 96 and Royal Oaks Drive. Motion carried unanimously. (3-0) NOI'E: Council previously passed Resolution #83-15 which restricted parking along the west side of Lexington Avenue T.H. 96 to Royal Oaks Drive, therefore, the amendment was not included in Resolution No. 90-17. PROFOSED TRAIL Council was referred to a relXlrt from Park Director . & PARK Buckley dated 4-5-90, relative to prolXlsed 1990 park and IMPROVEMENTS trail improvements. Malone moved, seconded by Mahowald, that Council approve the expenditures for the 1990 trail improvements at Hazelnut Trail from Stowe Avenue north to County Road E, the installation of play equipment at Valentine Park and the remodeling of the Hazelnut warming Shelter, as outlined in the Park Director's rep:::>rt dated 4-5-90, and direct the city Engineer to prepare specifications and advertise for bids for the 1990 Trail Improvement. Motion carried unanimously. (3-0) FLOWER FQWER Council was referred to a memorandum from the Park CAMPAIGN Director dated 4-5-90, outlining a City-wide flower campaign . Buckley explained the Park & Recreation Cormnittee discussed the proposed flower garden program and recommended working on two phases of the program; the beautification of the city gateways with flaNer beds and the plantings around residential milboxes. The Park Director requested authorization to expend funds to begin installation of the "Gateway Gardens"; estimated cost is $2,100.00. Malone moved, seconded by Mahowald, that Council . authorize the Park Director to expend $2,100.00 for the Flower Power Garden campaign for construction and installation of the gateway flaNer beds. Motion carried unanimously. (3-0)
