16
D. Pretest
. The pretest will consist of conducting a small version of the survey using the
methods that will be used when the main study is conducted. Only by trying out the
questionnaire with respondents in the defined population can it be discovered whether
questions are understood clearly and can be answered by all respondents. We
recommend conducting-the pretest with a random sample of 15 Arden Hills residents.
The results of the pretest will be discussed with City representatives, and the
questionnaire will be further revised and fine-tuned based on these discussions and the
pretest results. Data collection for the main study will begin only after final approval of
the questionnaire by City representatives.
IV. Data Collection
. Anderson, Niebuhr & Associates, Inc. has been studying response rates and the
effects of nonresponse bias for over 15 years, Our data collection methods are
designed on the basis of this research and routinely achieve response rates of 90
percent or better. The methods used by Anderson, Niebuhr & Associates, Inc. to
ensure that survey questionnaires are designed in a manner that guarantees successful
data collection are described in further detail in the text, Questionnaires: Design and
Use, that was co-authored by John Anderson and Marsha Niebuhr.
We understand that City representatives would like a description of the
procedures and costs for conducting the study using telephone survey methods and
mail survey methods. Described below are the procedures we propose to use to obtain
high quality data using either telephone or mail data collection methods in the survey for
the City of Arden Hills.
.
