17
. A. Teleohone Survey Methods
We will use our professional interviewers and on-site centralized telephone
interviewing facilities to conduct high quality telephone surveys of Arden Hills residents.
Our professional interviewers have had years of experience conducting telephone
interviews and are particularly experienced in surveys of residents. Calls will be made at
varying times of the day and on different days of the week, including weekends, to
ensure that every conceivable attempt is made to contact the originally selected random
sample. In addition, interviewing is carefully monitored by interviewer supervisors using
electronic monitoring equipment. This equipment will permit City representatives to
monitor interviewing from their own location if they so desire.
Our interviewers know the importance of obtaining high response rates from the
originally selected sample and have been trained in methods to reduce refusals and
noncontacts to a minimum, While other market research firms generally obtain
. response rates ranging from 20 to 35 percent in telephone surveys, our established
interviewing procedures routinely accomplish response rates in excess of 90 percent
from the orioinal sample.
The following is a summary of the telephone survey techniques we propose to
use for the survey of Arden Hills residents:
(1) Use interviewers experienced in surveys of residents
(2) Brief interviewers at the beginning of the project to inform them about the
purpose of the study, review the survey instrument, role-play the
interviewing process, and answer any questions they may have at the
outset of the project
(3) Contact the original sample at varying times of the day and on different
days of the week, inciuding weekends, to ensure that every conceivable
attempt is made to contact the original sample
. (4) Monitor the work of interviewers using electronic monitoring equipment
(5) Verify a minimum of 10 percent of the interviewers' work
