CHARI'ER Administrator dated 4-12-90, relative to the proposed <br /> PRESENTATION Home Rule Charter for Ramsey County which will be <br /> placed on the November 6, 1990 general election ballot. <br /> Judy Grant and Beverly McKinnel, representing the Ramsey County d1arter <br /> Commission, appeared before Council to request adoption of a resolution urging <br /> residents to vote on the Home Rule Charter for Ramsey County and to review <br /> infonnation relative to the purpose of adopting the proposed Charter. <br /> McKinnel explained the reSolution does not encourage the residents to vote in <br /> favor of the Charter, only urges residents to become aware of this issue and the <br /> fact it will be on the general election ballot. She advised this issue cannot be <br /> included on the ballot after the 1990 election without further direction fram the <br /> LegiSlature. <br /> Judy Grant conducted a slide presentation explaining what is included in the <br /> Charter . <br /> Councilrnernber Malone questioned the removal of County Road E as a state Aid Road <br /> in the Charter; Section 12.03 (h). <br /> Beverly McKinnel advised Section 12 was drafted by the County Attorney staff and <br /> she is not aware of the reason for removal of County Road E; offered to contact <br /> the Attorney's staff and report back to council. <br /> ~ Councilrnernber Hansen reported this matter was discussed at the Ramsey County <br /> League meeting and advised several cities expressed concern that the County will <br /> obtain more power with adoption of the Charter. <br /> councilrnernber Growe questioned if the "checks and balances" relating to bonding <br /> authority will remain in effect. <br /> McKinnel explained a law passed in 1988/89 allows Counties to bond, however, <br /> there is a "sunshine" limit on the law (5 years). She stated the County Attorney <br /> included this provision in the Charter to insure retention of the bonding law, in <br /> the event the legislature does not renew the law. <br /> There was discussion relative to the recall provision. McKinnel advised the <br /> recall provision is =ently under state law; the provision was changed to state <br /> the County is now gOVerrled by state law and does not specify pr=edures. <br /> Councilrnernber Mahowald questioned if the bonding authority provision grants any <br /> benefits to municipalities fram the bonding perspective or any other financial <br /> aspect. <br /> McKinnel stated this section was closely scrutinized by city officials and helps <br /> maintain a good working relationship with Counties and Municipalities by stating <br /> the two entities must c=perate and work tCXJether in plarming projects. <br /> ~ Malone moved, seconded by Mahowald, to adopt Resolution <br /> No. 90-23, Relating to the Ramsey County Charter Referendum On the General <br /> Election Ballot, November 6, 1990. Motion =ied unanimously. (5-0) <br /> Councilrnernber Malone requested staff research the rationale for Section 12.03 (h) , <br /> deleting Lexington Avenue and County Road E as state Aid roads, in the proposed <br /> Ramsey County Charter. <br />
