<br /> . . <br /> Minutes of the Arden Hills Regular Council Meeting, 4-30-90 <br /> Page 6 <br /> PERMANENT EMPIDYEE Council was referred to a memorandum from Public Works ~ <br /> srATUS; PEI'E SAXE Supervisor Winkel dated 4-26-90, regarding =pletion of <br /> probationary pericxl for enployee Pete saxe. <br /> Hansen moved, seconded by GrCMe, to approve the permanent <br /> enployment status of Pete saxe, after successful =pletion of his probationary <br /> pericxl, and increase his salary to 95% of the wage rate, $12.52 per hour, <br /> effective May 1, 1990. Motion carried unanimously. (5-0) <br /> KEITHSON FDND; Council was referred to a letter from Attorney Filla <br /> srATUS REPORT dated 4-27-90, relative to the status of the Keithson <br /> drainage pond. <br /> Attorney Filla reported on his meeting with Marcel Eibensteiner and reviewed the <br /> matters discussed at that time. He advised he has reviewed the City file on this <br /> matter and has not been able to review the material with the adjacent property <br /> owners to date. Filla stated he is unable to locate the follCMing items: <br /> 1. The "North Central Drainage Plan", Which is referred to in the City file on <br /> Keithson Addition. <br /> 2. The building permit for the home located on the north side of the ]XJnd. <br /> Filla stated Eibensteiner forwarded infonnation to him relating to the d:i1nensions <br /> of the pond. He also advised Eibensteiner has indicated a willingness to <br /> participate in resolving the problem, but did not feel he should have full <br /> responsibility for resolution of this matter. <br /> Filla reported the pond, as redesigned, was shaped , hCMever, there are portions ~ <br /> Which need to be excavated. Eibensteiner advised Filla the job was to be <br /> =npleted last fall and the work was stopped; stated the reshaping of the pond as <br /> designed will only add mininal additional capacity. <br /> The Attorney advised he will need to review the building permit for the home on <br /> the north side of the pond and suggested a meeting on the site with the developer <br /> and property owners. <br /> councilmember Hansen stated this matter should resolved between the developer and <br /> the property owners; prefered no financial responsibility be in=ed by the <br /> City. <br /> The Attorney explained the real issue is an outlet for the pond; it was <br /> anticipated by the city that there would be an outlet constructed at the time the <br /> property to the west and south was developed. Eibensteiner advised Filla the <br /> owner of the undeveloped property is George Reiling and there are no i11rrnediate <br /> plans for development of the area. Filla stated if the outlet is to be <br /> constructed prior to development it will only be accorrplished if the City <br /> acquires easements from the property owner. <br /> Council directed Attorney Filla to schedule an on-site meeting with the adjacent <br /> property owners and the developer and requested staff attenpt to locate a =py of <br /> the "North Central Drainage study" referred to in the Keithson file. <br /> ~ <br />
