<br /> " <br /> ~. <br /> MlNUI'ES OF 'IRE ARDEN HILlS COUNCIL IDRKSESSION <br /> MONDAY, ~ 23, 1990, 4:30 P.M. - CITY HALL <br /> ~ CAlL TO ORDER Pursuant to due call and notice thereof, Mayor Sather <br /> called the meeting to order at 4:30 p.m. <br /> ROLL CAlL The roll being called the following members were present: <br /> Mayor Thomas Sather, Council1ne.mbers Nancy Hansen and Paul <br /> Malone. Absent: Council1nembers JoAnn Growe and Thomas Mahowald. Also present: <br /> Attorney Jerry Filla, Engineer Terry Maurer, Park Director John Buckley, Public <br /> Works SUpervisor Daniel Winkel, Clerk Administrator Gary Berger and Deputy Clerk <br /> Catherine Iago. <br /> PARK DEDICATION; Gouncil was referred to a memorandum from Council1ne.mber <br /> GROUP REALlli, INC. Mahowald dated 4-18-90, outlining the negotiations for <br /> NOR:I'HIDODS DRIVE park dedication fees with Opus Corporation relative to <br /> the Group Health site on Northwoods Drive. <br /> After discussion, Council con=ed to direct staff to forward the letter drafted <br /> by Mahowald with the city's counter offer to Opus representatives. <br /> CITY HALL COMM.; Council was referred to a memorandum from council1ne.mber <br /> PROWSED CITIZEN Mahowald dated 4-19-90, relating to the city Hall <br /> SURVEY Committee recarrrrnendation to conduct a citizen survey. <br /> Clerk Administrator Berger advised the city Hall committee heard a presentation <br /> from Decision Resources, Ltd., regarding community surveys as a policy <br /> information tool; it was suggested Decision Resources make a presentation to <br /> Council at the April 30 meeting. <br /> ~ Berger explained that Councilmernber Mahowald recommended Council consider <br /> utilizing the services of Decision Resources, Ltd., based on the campany having <br /> extensive experience with municipal government surveys. <br /> The Clerk Administrator stated the committee generally con=ed that unless <br /> there is a strong indication from the community that new facilities are <br /> warranted, the work of the committee may be unnecessary. <br /> Mayor Sather noted that other citizen committees have expressed interest in <br /> obtaining a community survey which contains data outlining citizen preference for <br /> customer needs and level of service, relating to all city deparbnents. He <br /> questioned if the financing for the survey will be funded from all department <br /> budgets. <br /> Berger advised the department heads have expressed interest in a mutually funded <br /> general community survey relating to all City services and facilities to be <br /> utilized as a management tool. <br /> Council1ne.mber Hansen expressed concern regarding a telephone survey; only 400 <br /> homes will be contacted, which is only one-fifth of the City population. She <br /> suggested other campanies providing this service be contacted for comparison <br /> purposes . <br /> Council1ne.mber Malone stated the results of a telephone survey are usually valid; <br /> . noted the cost estimate is reasonable considering the extent of service. He <br /> preferred to receive quotes from other =npanies for comparison purposes. <br /> The Clerk Administrator explained that the city Hall Committee and Council1ne.mber <br /> Mahowald expressed the desire to receive the survey results as soon as possible; <br /> a target date for =npletion of phase one of its study is scheduled for July <br /> 1990. <br />
