ASSESSMENT roLIC'i; Council was referred to the Finance SUbcoImnittee report FINANCE a:M1I'ITEE dated 4-14-90, containing the draft assessment policy REPORT recommendations . Finance SUbcommittee MemBers Carl Rundquist, Sandi Dunekacke and Jeff Sjobeck were present. Rundquist reviewed the draft recommendations report and the suJ:committee conclusions. There was discussion regarding the need to integrate a qualitative street survey and financing methods which will be used to develop a long range capital improvement budget for street reconstruction and maintenance in Arden Hills. The plan will identify the annual level of irwesbnent required to maintain City streets to an established standard. Also discussed was the percentage of street reconstructions costs to be assessed against property owners. Rundquist also noted Maier stewart & Ass=iates draft policy was not consistent with neighboring cormnunities assessment percentages. D1gineer Maurer advised it was not the intent of Maier stewart & Ass=iates to make any specific recommendations, only to provide informational material to the subcommittee for review. ~ There was discussion relative to the need to determine the rate of assessment for the various types of streets, the level at which the city will assess and the need to schedule repairs to determine the city's financial liability. After discussion, Council cona=ed to direct the D1gineer and Public Works SUpervisor to inventory the streets for reconstruction. Council further requested D1gineer Maurer to cash flow a 5-year plan for reconstruction, overlay and sealcoating of streets and forward this information to the staff and subcommittee for review and recommendation regarding an assessment percentage rate. Council requested the Finance subcommittee evaluate the information and prepare a recommendation for Council review in June. ATTEND PARK Clerk Administrator Berger advised Council1nernber Mahowald cx:MMITI'EE MIG. will be unavailable to attend the regular Park corrunittee meeting on 4-24-90 and requested a Council representative attend in his absence. Council1nernber Malone advised he will try to attend the meeting . COUNCIL CCMMENTS REPORT; RCLLG Council1nernber Hansen reported on the April RCLLG meeting MEEI'ING and advised the May 9 meeting, will include a tour of the Ramsey County Jail facilities. .
