<br /> .., <br /> .' <br /> Minutes of the Arden Hills Council Worksession, April 23, 1990 <br /> Page 2 <br /> SURVEY (Cont'd) After discussion, Council con=ed to direct staff to ~ <br /> contact three vendors which provide this service and <br /> invite representatives from each corrpany to appear before Council, at a future <br /> meeting or worksession, with information and quotes which contain costs for a <br /> telephone survey and a direct mail survey. <br /> ASSESSMENT roLIC'i; Council was referred to the Finance SUbcoImnittee report <br /> FINANCE a:M1I'ITEE dated 4-14-90, containing the draft assessment policy <br /> REPORT recommendations . <br /> Finance SUbcommittee MemBers Carl Rundquist, Sandi Dunekacke and Jeff Sjobeck <br /> were present. <br /> Rundquist reviewed the draft recommendations report and the suJ:committee <br /> conclusions. There was discussion regarding the need to integrate a qualitative <br /> street survey and financing methods which will be used to develop a long range <br /> capital improvement budget for street reconstruction and maintenance in Arden <br /> Hills. The plan will identify the annual level of irwesbnent required to maintain <br /> City streets to an established standard. Also discussed was the percentage of <br /> street reconstructions costs to be assessed against property owners. <br /> Rundquist also noted Maier stewart & Ass=iates draft policy was not consistent <br /> with neighboring cormnunities assessment percentages. <br /> D1gineer Maurer advised it was not the intent of Maier stewart & Ass=iates to <br /> make any specific recommendations, only to provide informational material to the <br /> subcommittee for review. ~ <br /> There was discussion relative to the need to determine the rate of assessment for <br /> the various types of streets, the level at which the city will assess and the <br /> need to schedule repairs to determine the city's financial liability. <br /> After discussion, Council cona=ed to direct the D1gineer and Public Works <br /> SUpervisor to inventory the streets for reconstruction. Council further requested <br /> D1gineer Maurer to cash flow a 5-year plan for reconstruction, overlay and <br /> sealcoating of streets and forward this information to the staff and subcommittee <br /> for review and recommendation regarding an assessment percentage rate. Council <br /> requested the Finance subcommittee evaluate the information and prepare a <br /> recommendation for Council review in June. <br /> ATTEND PARK Clerk Administrator Berger advised Council1nernber Mahowald <br /> cx:MMITI'EE MIG. will be unavailable to attend the regular Park corrunittee <br /> meeting on 4-24-90 and requested a Council representative <br /> attend in his absence. Council1nernber Malone advised he will try to attend the <br /> meeting . <br /> COUNCIL CCMMENTS <br /> REPORT; RCLLG Council1nernber Hansen reported on the April RCLLG meeting <br /> MEEI'ING and advised the May 9 meeting, will include a tour of the <br /> Ramsey County Jail facilities. <br /> . <br />
