<br /> CHAPTER 6 <br /> COORDINATION OF OPERATIONAL SERVICES AND PLANNING <br /> Sec. 6.01 County Coordination: Powers and Duties of the County Board <br /> A. In addition to its other powers and duties, the county board <br /> will assume the responsibility for the county-wide coordination <br /> of operational services and strategic planning. <br /> B. The county board may coordinate this planning function through <br /> existing departments and work with local governmental units, <br /> including school districts, to establish goals, objectives, and <br /> implementation plans which will provide an efficient, effective <br /> delivery of services by the appropriate level of government. <br /> C. To achieve the cooperative delivery of operational services and <br /> strategic planning, the county board may join with any other <br /> governmental unit(s) in a joint exercise of power. <br /> Sec. 6.02 County Plan <br /> A. The county plan shall specify each area for coordination and <br /> shall contain a statement of the goals and objectives and a <br /> plan for implementation. The plan shall be based on studies of <br /> physical, social, health, human services, economic, and <br /> governmental conditions and trends and shall be designed to <br /> coordinate service delivery in the county and to promote the <br /> general welfare and prosperity of its people. <br /> B. The planning documents in each area should be coordinated with <br /> existing planning cycles and be adopted within two years after <br /> the effective date of the charter. The plan will be reviewed <br /> and updated by the county board on a regular basis. <br /> C. In addi tion to the plans for coordination, the plan shall <br /> include an official map incorporating the comprehensive plans <br /> of the local governmental units and service sites within the <br /> county. <br /> D. The plan shall set forth the county board's policy regarding <br /> the coordination of service delivery with other units of <br /> government, including recommendations for: <br /> 1. A system of thoroughfares, highways, streets and other <br /> public ways; <br /> 2. A system of public open spaces, parks, and playgrounds; <br /> 3. The location, relocation, and improvement of public <br /> buildings of county-wide significance; <br /> 4. A transit system; <br /> 5.
