The City can <br /> approve but it can not revoke during the license <br /> year. The City could request that the Board revoke <br /> or suspend an inactive license, and, obviously, could <br /> fail to grant approval of a renewal application <br /> because of inactivity. <br /> 5. License Approval Criteria. The City can adopt, by <br /> policy or ordinance, criteria to guide the Council <br /> when reviewing license applications. The criteria <br /> can be as expansive as the Council chooses. <br /> 6. Local Contributions of Gambling Proceeds. In 1990, <br /> state law was amended to allow cities to require <br /> that licensed organizations expend all or a portion <br /> of their net profits within the city's trade area. <br /> As applied to the city of Arden Hills, the trade <br /> area would include Arden Hills and all cities <br /> contiguous to Arden Hills. An appropriate section . <br /> could be added to the Arden Hills regulations but <br /> should probably become effective on some future date <br /> if necessary to allow licensed organizations to meet <br /> current long term contribution commitments. <br /> Please present this to the City Council for its review and <br />comment.
