Berger, city Administrator <br /> SUBJECT: 1990 Pay Recommendations for Non-Union Employees <br /> ----------------------------------------------------------------- <br /> ----------------------------------------------------------------- <br /> Attached are materials for the 1990 annual compensation/ <br /> comparable worth increases for non-union employees. <br /> The most significant change in the 1990 pay equity legislation <br /> was in the definition of what equitable compensation <br /> relationship means. To quote: "the compensation for female <br /> dominated classes is not consistently below the compensation for <br /> male dominated classes of comparable work value. " <br /> The reason for changing the definition was to prevent using <br /> corridors where all the male jobs have ranges 10 to 20 percent <br /> above all the female jobs. The law does not require a <br /> particular line as long as the compensation levels for jobs are <br /> . fully integrated when analyzed by gender. Compliance may depend <br /> on showing that approximately the same number of female jobs are <br /> receiving higher pay than similarly valued male jobs as there <br /> are female jobs receiving less pay than similarly valued male <br /> jobs. <br /> Council should note and review the following attachments: <br /> l. Chart by Department of Employee Relations (D.O.E.R.) . <br /> Scattergrams showing jurisdictions out of compliance. <br /> 2. Chart by D.O.E.R. scattergrams showing jurisdictions in <br /> compliance. <br /> 3. Arden Hills scattergram "1989 Current and 1990 Union". This <br /> scattergram shows the City's current pay practices with the <br /> union increases included. <br /> 4. 1990 Pay Recommendations, shown in annual dollars. <br /> 5. 1990 Step Compensation Plan. This illustrates the current <br /> monthly salary market for similar positions in the metro <br /> area. This is based on the 1989 Stanton, plus the budgeted <br /> 4~5%. Council should review this market data, keeping in <br /> mind that because of the comparable worth law, there has <br /> . <br /> ---- -- -- <br />
