There is no valid hardship pertaining to the church site. <br /> b. There are suitable locations that meet the setback requirements that <br /> may be superior to the proposed location. <br /> c. Simply place a sign closer to the roadway for greater visibility is <br /> not in itself a justifiable reason for a variance. <br /> d. The site location is in a residential area with virtually no other signs <br /> competing for the driver's attention. <br /> Motion carried unanilnously. (6-0) <br /> Wocdb.rrn moved, seconded by Zehm, that cormnission <br /> recommend to Council approval of a Sign Permit for Trinity Illtheran Church, <br /> subject to denial of the variance and upon the applicant suhnitting detailed sign <br /> construction plans prior to installation. (6-0) <br /> CASE #90-09; SITE Planner Bergly referred Commission to his report dated <br /> PlAN REVIEW, SPORTS 7-11-90, relative to the site plan review for Racquet <br /> COURI'S, 4155 NORTH Sports Courts at 4155 Lexington Avenue North, Dennis and <br /> LEXINGIDN, FOSI'ER Patricia Foster. <br /> . The Planner summarized the request for site plan approval for a racquet center <br /> and described the site, which consists of two lots, each containing approximately <br /> 4.6 acres. The site is located in an I-I District. He explained the buildings in <br /> the first phase of construction consist of a permanent structure housing l=ker <br /> rooms, administrative areas, reception area and four racquetball courts and two <br /> engineered fabric structures, one housing five tennis courts and the other six, <br /> for year round use. Total floor area in the first phase is 76,817 sq. ft. <br /> Bergly stated the intent of the applicant is to replace the "bubbles" with <br /> permanent buildings and to add more tennis courts at some later date. He <br /> explained the completed plan will include 16 tennis courts and 12 racquetball <br /> courts, all in permanent buildings, with a total area of 114,314 sq. ft. <br /> Planner Bergly noted that private recreation uses do not require a special use <br /> permit in an I-I District and explained that a former sports facility in the <br /> City, which had an air-supported structure, set precedent and received special <br /> approval for an air-supported structure in 1977. At that t:i1ne it was stipulated <br /> that the structure be reviewed "in 10 years or when the structure needs <br /> replacement, whichever comes first". He noted that an expanded air structure was <br /> approved in 1987, although it was not installed. <br /> Bergly stated the use is appropriate in this location of high employment and use <br /> of the facility by other tusinesses in the i:mmediate area will help to reduce the <br /> overall traffic load on city streets and will provide needed recreation for <br /> employees. He advised one access drive is onto Lexington Avenue at the southeast <br /> . corner of the site; a second access is onto the Control Data access drive to the <br /> north 'which provides connections with Lexington Avenue on the east and FerrJWood <br /> on the west. <br />
