The recommendation contained <br /> the conditions that the plan be returned to the Planning Commission for <br /> review of exterior building materials before building permits were <br /> issued and that all future development be brought back to the City for <br /> site plan approval. <br /> On August 13, the City Council reviewed the proposal and took action to <br /> table, instructing the applicant to prepare plans for the permanent <br /> structures and resolve any outstanding issues (such as landscaping, <br />. access, lighting and fire marshal requirements). Staff determined that <br /> the Planning Commission should review these issues in their final form <br /> in order to send a completed package with the recommendation to the <br /> Council . <br /> Because earlier reviews discussed most of the details of the proposal, <br /> this review will summarize only those issues that previously were <br /> incomplete or issues that received particular attention at the Council <br /> meeting. <br /> ACTIONS REQUIRED: <br /> 1. Accept the air-supported structures as an acceptable structure for <br /> the intended use. <br /> Previous action by the City in a similar recreation proposal <br /> treated these structures as a departure from standard, accepted <br /> development and took special action to approve them. (Not a <br /> special use permit.) <br /> 2. Accept the development concept. <br /> a.
