To: Arden Hills Planning Commission <br /> From: Wehrman Bergly Associates, Inc. <br /> John Bergly, Planning Consultant <br /> Subject: Case #90-14 <br /> Site Plan Review <br /> Pot-O-Gold Bingo <br /> Applicant: Louie Walsh, Owner of the building <br /> Date: September 5, 1990 <br /> BARKGROUND: <br /> Case No. 86-37 was an application involving parking adequacy due to a <br /> change in use from a lumberyard to a permitted commercial recreation <br /> use. A site plan review only involved verifying the number of parking <br /> spaces, making sure access to each space was adequate, and review of a <br /> landscape plan and lighting plan. The number of public spaces required <br /> and provided was determined to be 148, with additional spaces for <br /> employees and bus parking. The public parking area was determined to be <br /> within the fenced area of the site; employee and bus parking to be that <br /> area south of the building and fenced area. <br /> REQUEST: /"' <br />. The current request is for site plan approval required for a building <br /> add it i on. The applicant proposes to add a 14-foot by 80-foot "no- <br /> smoking" section to the present bingo hall. It is to be located in an <br /> open but roofed area now occupied by eight parking spaces. The <br /> applicant indicates that tables from the main bingo hall will be moved <br /> to this no-smoking area so the capacity of the facility will not be <br /> changed, and therefore the current number of parking spaces will be <br /> adequate. The eight spaces removed are proposed to be added along the <br /> north property line in an area that is bituminous surfaced but now <br /> crossed by an unused rail spur. <br /> CONS IDERA TI ONS: <br /> 1. The parking analysis in Case #86-37 mentioned above and three years <br /> of use, have determined that existing parking is adequate to serve <br /> the number of patrons and staff now using the facility. To main- <br /> tain the existing number of spaces after construction of the <br /> proposed addition, eight new spaces should be provided. <br /> 2. Although existing lighting for the parking area does not meet the <br /> City criteria of having the source of illumination not visible from <br /> adjoining property or public streets, adjoining properties are now <br /> either: (a) parking lots (south and east) with similar lighting; <br /> (b) the rear of a warehouse (north); or (c) Hamline Avenue (west), <br /> which is not visible due to elevation, landscaping and shielding by <br /> the main bingo hall. <br />. <br /> - <br />
