CITY OF ARDEN HIlLS <br /> COUNCIL OF RAMSEY <br /> STATE OF MINNESOTA <br /> W ,,'HCM IT MAY CONCERN: <br /> NOTICE IS HEREBY GIVEN that the CO\.ll1cil of the City of Arden Hills will meet at <br /> 7:30 p.m., on August 27, 1990, in the Council Chambers of the City Hall, 1450 W. <br /> Highway 96, consider ard pass upon the proposed assessment for the storm sewer <br /> utilities improvement on Oak Avenue. The area proposed to be assessed for such <br /> improvement is the property abutting on such street. <br /> You may at any time prior to certification of the assessment to the County <br /> Auditor, pay the entire assessment on such property, with interest a=ued to the <br /> date of payment, to the Clerk Administrator. No interest shall be charged if the <br /> entire assessment is paid within 30 days from the adoption of this assessment. <br /> Pursuant to City Ordinance, property owners may make arrangements for partial <br /> prepayment of the assessment prior to certification of the assessment to the <br /> County Auditor. You my at any time thereafter, pay to the county auditor the <br /> entire alllOunt of the assessment remaining unpaid, with interest a=ued to <br /> December 31 of the year in which such payment is made. SUch payment must be made <br /> J:::efore NovemJ:::er 15 or interest will J:::e c..'l.arged through December 31 of the <br /> suco....~ing year. If you decide not to prepay the assessment before the date given <br /> arove L'l.e rate of interest that will apply is 8 percent per year. The entire <br /> amount assessed against each parcel of land will J:::e payable, unless prepaid, in <br /> . three (3) equal consecutive annual install1nents, the first of such install1nents <br /> to J:::e payable with general taxes levied in 1990, collectible with such taxes <br /> during L'l.e year 199L <br /> The total amount of the proposed assessment is $12,059.10. The proposed <br /> assessment roll is on file for public inspection at the office of the Clerk <br /> Administrator. Written or oral objections will J:::e considered at the meeting. No <br /> appeal may J:::e taken as to the amount of an assessment unless a written objection <br /> signed by the affected property owner is filed with the Clerk prior to the <br /> hearing or presented to the presiding officer at the hearing. An owner may appeal <br /> an assessment to the District Court (MN, stats, section 429.081) by serving <br /> notice of the appeal upon the Mayor or Clerk of Arden Hills within 30 days after <br /> the adoption of the assessment and filing such notice with the Clerk of District <br /> Court within 10 days after service upon the Mayor or Clerk. <br /> Under MN, stats'r section 435.193 to 435.195, the Council may, in its discretion, <br /> defer the payment of this special assessment for any homestead property owned by <br /> a person 65 years of age and older or retired by virtue of a permanent and total <br /> disability for whom it would J:::e a hardship to make the payments. Any statutory <br /> city, in making a special assessment, to exercise its discretion to defer special <br /> assessments shall adopt an ordinance or resolution establishing standards and <br /> guidelines where the determination is mde in a nondiscriminatory manner and does <br /> not give the applicant an wrreasonable preference or advantage over other <br /> applicants. <br /> . <br /> - <br />
