<br /> CITY OF SAINT PAUL <br /> OFFICE OF THE CITY COUNCIL <br />BOB LONG <br />Councilmember <br /> June 30, 1990 <br /> Dear F~d, IOn) <br /> As we discussed recently, officials from over 20 Minnesota cities <br /> have expressed an interest in working together on a number of <br /> local environmental initiatives. The city officials that <br /> originally expressed an interest in such a cooperative effort are <br /> from st. Paul, Minneapolis, st. Louis Park, Golden valley, <br /> Shoreview, Robbinsdale, and Eagan. At the League of Minnesota <br /> cities recent conference, other city officials expressed an <br /> interest in becoming involved. These officials are from <br /> Alexandria, Arden Hills, Coon Rapids, cottage Grove, Crystal, <br /> Duluth, Falcon Heights, Hastings, Mankato, Maplewood, Minnetonka, <br /> North St. Paul, Red wing, Shakopee, and Winona. No official <br />. title has been given to this informal group of cities; we will <br /> discuss possible titles at an upcoming meeting. <br /> The original members have expressed an interest in working <br /> jointly on a number of possible local ordinances in the areas of <br /> water quality, air quality, and solid waste. Specifically, they <br /> have discussed ordinances banning phosphorous in household and <br /> commercial laundry detergents, restricting the use of lawn care <br /> chemicals, and prohibiting the use of certain small incinerators. <br /> Drafts and fact sheets of some for some of these possible <br /> ordinances are attached for you to review. There has been <br /> research done on all of these subjects, and further background <br /> information is available upon request. <br /> This group was formed as a way to help cities have greater impact <br /> with their environmental initiatives. There is a general <br /> understanding that a local environmental initiative will have a <br /> more significant impact, and less chance of state preemption, if <br /> it is passed by a greater number of cities. The discussions as <br /> to the form this group will take are still in the informal <br /> stages. Our vision is of a working group dedicated to state wide <br /> environmental activism. The decisions of this group would reach <br /> would be non-binding, but we would like members that are highly <br /> interested in passing environmental reforms. <br />. Along with the draft ordinances and fact sheets, we have attached <br /> a copy of an agenda for the upcoming organizational meeting.
