A POTENTIAL CITIZEN'S VIEW OF THE NEW IlPM PARKING ORDINANCE <br /> October 5, 1990 <br /> Dear Council: <br /> We presently live in Shoreview and have been looking into <br /> building a new residence. We have narrowed our search down to <br /> several communities, one of which includes Arden Hills. However, <br /> I noticed that an ordinance has been passed concerning parking on <br /> the street that I find unbelievable. <br /> The new ordinance I am referring to prohibits parking on <br /> residential streets from llPM to 6AM. First off, after talking <br /> to several city employees I was told that a similar ordinance <br /> exists in the surrounding communities. Jerry Filla, the village <br /> attorney, was quoted by the Bulletin newspaper that surrounding <br /> communities have adopted similar ordinances without too much of a <br /> problem. If Jerry Filla has the urge to write these ordinances <br /> maybe he should do a little research to get correct facts. No <br /> similar ordinances exist in surrounding adjacent communities <br /> have the starting hour of llPM for their ordinances. In fact <br /> thirteen villages were checked and three have parking ordinances <br />4It with two starting the no parking at 2 AM and the third at 1 AM. <br /> If the dear people of the village council think there is no <br /> difference between 1 or 2AM and IlPM for parking restrictions, <br /> they cannot imagine a life other than one of total simplicity. <br /> May I have the privilege of addressing situations that escaped <br /> the imagination of these elected and non-elected people. <br /> 1 Suppose a resident is going to the Minnesota Symphony and <br /> invites his friends in the area to come to his house so that they <br /> can drive together and save gas and t raff ic congestion, a <br /> worthwhile consideration. If the concert concludes at lOPM and <br /> the option is exercised for stopping for a bite to eat, they had <br /> all better watch the clock to be back to remove their vehicles <br /> before ticketing time. Obviously, going to a late movie <br /> starting between 9 and lOPM is not possible with friends leaving <br /> a car at a residence. <br /> 2 If friends come over, which hopefully is not against any <br /> ordinances, they will have to leave by IlPM. Since the village <br /> is basically not a farming community, this hour everyone will <br /> agree is perhaps a little early, <br /> 3 The kid's friends come over to watch a VCR movie. By <br /> kicking them out by IlPM, they should have enough time to find <br /> some trouble before their time to be home. <br />. 4 Frankly, I do not want cars parking in my driveway. I just <br /> might have to use my vehicles parked in the garage for an <br /> emergency. <br /> . <br />
