<br /> " . <br /> . <br />5 Since, Arden Hills does not have bus service to the rest of <br />the metropolitan community (and for a good reason), the <br />automobile is the only means of transportation. Denying the <br />right of persons to use their automobile during reasonable hours <br />must be construed as a violation of the civil rights. <br />Additionally, this ordinance has great potential for . violating <br />the Bill of Rights, Why is it that while much of the world is <br />enjoying more freedom, we feel compelled to take away freedoms ? <br />I have talked to several village employees concerning the above <br />situations. I was told that in these situations, one could make <br />arrangements with their neighbors to park the visitors <br />automobiles in their driveways. Well, I for one do the not have <br />the time or inclination or gall to ask my neighbors. And I hope <br />my neighbors would not have the time or inclination or gall to <br />ask me to use my driveway. It is my driveway and I pay the taxes <br />on it and it is not property to be delegated to the public good. <br />I was also told that no cars on the street would make it easier <br />for emergency vehicles to gain access to residential property. If <br />this is really a life threatening situation, then no one should <br />ever park in the streets, day or night. Obviously, emergency <br />vehicles are designed for reasonable access to most buildings. <br />In fact, parked cars in the driveway could pose more of a threat <br />than vehicles in the street. Actually, children riding bikes or . <br />playing in the street are in greater danger of parked cars on the <br />street during daylight hours than at night. <br />I was also told that the llPM ordinance was necessary because the <br />present snow ordinance is not working. What Reasoning! \.Jhy <br />should the rights of so many be sacrificed for so few. St. Paul <br />and Minneapolis simply remove illegally parked vehicles violating <br />their snow ordinances. The newspaper article stated that the <br />warning tickets given out last year for snow parking violations <br />simply did n'ot work. Maybe if they played major league and gave <br />out real tickets it might have worked. <br />I notice that for supposedly good reason the residents could call <br />the village to keep their car parked overnight. My, my. The <br />time and effort expended by both parties is sheer waste. Just <br />try to get a ticket cancelled that was improperly administered <br />without going to court or spending an unreasonable amount of <br />time on the phone. With people calling in like school children <br />getting special permission, you could help the local economy by <br />hiring a person to handle their requests. Also, what time would <br />the calls have to be entered by? Just look at these <br />opportunities! <br />I personally. talked to many residents I know in Arden Hills. In <br />all cases, these people were not aware of the ordinance. After <br />informing them of the new ordinance, reactions varied from . <br />outright disgust to anger. Obviously, persons have not been <br />picketing in front of city hall for this ordinance. In fact a <br />suggestion was made that the village sirens could go off at llPM <br />announcing the time. Then another siren call could go off a <br />little later making sure that all lights are off and everyone is <br />
