Inadequate documentation suhnission to the Planning Commission and council for site plan review, as required by Section 8-E of the Zoning Code. 2. The applicant has not satisfied ccx:le requirements relating to inprovements to parking areas in conjunction with approval of the site plan in 1986 and issuance of the building permit for this site. 3. 'Ihe Council intent is to impose a development moratorium to accamplish a rezoning of this area and, therefore, does not wish to proceed with expansion of a facility which does not fall within the proposed rezoning guidelines at this time. Motion carried. (Maha,.;ald, GrCMe, Hansen voting in favor; Malone and Sather opposed) (3-2) APPROVE PERMANENT COuncil was referred to a memorandum from Park Director EMPLOYEE srATUS; Buckley dated 10-3-90, reconunerrling pennanent employee CYN'IHIA SEVERI'SON status and a salary increase for the Program SUpervisor. councilmember Hansen recalled this position was initially proposed as a temporary/trial position to see if more activities and funds are generated. . Councilmember Malone questioned the tenninology of "highly satisfactory" employee performance;sugaested the Park Director use the terminology outlined in the performance guidelines. Maha,.;ald moved, seconded by GrCMe, to approve the permanent employee status of Program SUpervisor cynthia severtson, upon completion of her six month probationary period and acceptable performance evaluation, and authorize a salary increase to $10.85 per hour, retroactive to September 13, 1990. Motion carried unanimously. (5-0) councilmember Malone suggested that reconunendations for salaried employees wage in=eases be presented to council as an annual salary figure and hourly employees reconunerrled increases be presented as hourly wage rates, for clarification pu:qxJSes . Malone requested the Clerk Administrator consider the appropriate job classification for this position and a point value for comparable worth purposes; noted the city had no such position when comparable worth surveys were initially completed. SUPERVISOR Berger dated 10-4-90, relative to reclassification of 'IO PUBLIC WJRKS the Public Works SUpervisor position to Public Works SUPERINTENDENT SUperintendent. Berger stated Council directed staff to prepare a reclassification of the . position and prepare an appropriate job description and salary schedule for the new title. He advised the new job description under ''Maj= Responsibility Area", . Item #2, reflects responsibilities which are indicative of a higher level position and more closely resemble the duties currently performed by Winkel.
