<br />. residents reported both receiving and reading the quarterly "Town <br />Crier Newsletter." suggestions for changes included small <br />numbers feeling that it should be longer, published more often, <br />and better formatted. Given the unusually great impact of the <br />"Town Crier" the city should take the additional effort and <br />resource allocation to insure it is one of the finest newsletters <br />in the Metropolitan Area. <br /> <br />Electronic media ran a distant second. Forty-six percent of <br />the sampled households reported currently subscribing to cable <br />television. Thirteen percent occasionally watched local <br />government access Channel 16. But, a majority of those <br />occasional viewers criticized the quality of the sound and <br />picture. An up-grading of the cable television programming of <br />the City would seem in order, but it should take second priority <br />to current print media outlets. <br /> <br />In general, Arden Hills citizens are very highly satisfied <br />with the community. The key issue facing decision-makers in the <br />future is balancing the needs and wants of citizens with the <br />concerns of taxpayers, particularly in the provision of city <br />services. While residents are not reflexively anti-taxation, <br />they are inclined to view proposals critically; the burden of <br />proof is clearly on proponents. The city has managed so far to <br />mitigate many of development's most undesirable consequences. So <br />long as development is targeted, most residents will accept <br />~ growth as an inevitable part of the evolution of the city. <br /> <br />"Gold collar" communities, such as Arden Hills, have high <br />expectations about their government and its services -- though <br />there are signs of some unrest due to rising expectations, they <br />have not yet reached a critical level. But, there is a <br />realization that the community is changing.
