Goodman stated there is a pull-tab operation in st. Paul. Councilmernber Malone explained the Council was aware of the fact that inlplementation of this requirement may pose difficulty for some of the organizations currently operating at the Bingo Hall. Malone suggested if Turner's provides residents of Arden Hills or surrounding =mnunities training and use of facilities, without fee or on a scholarship basis, this may be considered as meeting the ordinance requirement, if the fee amount totals the fifty percent figure. Goodman advised there are not enough participants at this time to meet the requirement. There was discussion relative to the possibility of a joint recreation program with Turner's and Arden Hills or all the =mnunities within the trade area. Park Director Buckley stated most of the cities have gymnastic programs for introductory level students. Council suggested Mr. Goodman meet with the Park Directors from the northern sub.1rbs to discuss possible organization of a program which would facilitate Turner's compliance with the ordinance requirement. Mayor Sather cammented that he has no desire to waive the requirement nor any desire for the charitable organizations currently operating at the Bingo Hall to . vacate the facility. Mr. Goodman agreed to meet with the Park Directors and thanked the Council for their consideration of this request. DISCUSSION; Council was referred to the Executive SUImnary docmnent CITIZEN Sl.lRVEY prepared by Decision Resources Ltd., which surrnnarizes the RESULTS results of the citizen survey recently conducted in Arden Hills. Bill Morris, Decision Resources Ltd., was present and reviewed the summary information. He advised that Arden Hills citizens appear to be very highly satisfied with the Council, staff and the crnnnunity. Councilmernber Malone =nmented that the results of the survey are not surprising. Council thanked Morris and his staff for an excellent job in conducting the survey and for his appearance at the meeting. COUNCIL COMMENI'S PARKING ca1PIAINT; Council1nember Hansen referred to a letter received from RECREATIONAL VEIl. Harold Ableiter, 1488 Glenhill Road, regarding parking a recreational vehicle on his property. .
