He <br /> advised the south swale has been revised with a more gradual .slope and the pipe <br /> underneath the swale, which elllninates his previous concerns regarding vehicle <br /> access. <br /> Fire Chief Winkel stated the slope of the westerly driveway entrance will =eate <br /> a problem for removing emergency vehicles from the site; the vehicles will have <br /> to utilize the southerly access drive and the property owner IIU.lSt mintain that <br /> area, especially during the winter months. He =mnented that moving the access <br /> further west along the northerly border, when the penranent structures are <br /> completed, will provide easier access through the parking area. <br /> Planner Bergly recalled discussion regarding moving the driveway approximately <br /> 20-25 ft. west of its present l=tion at this time, not when the pennanent <br /> structures are installed. <br /> CoW1Cil1nernber Malone questioned at what point the auxilaI}' parking area will be <br /> installed . <br /> Bergly stated the parking along Iexington was calculated for the first phase of <br /> construction and the applicant was advised the rear parking area IIU.lSt be <br /> installed when the front parking becomes inadequate. <br /> Dermis Foster, applicant, stated he has attenq:>ted to accommodate all concerns of . <br /> the Planning Connnission, staff and consultants. He =mnented on the issues raised <br /> by Connnissioners at the 12-5-90 meeting, relating to concentration of development <br /> and use of building mterials; noted that different approaches are utilized to <br /> attractconsl~' , preferences vary substantially, therefore, it is <br /> rnot Possible to total agreement on any pro];X)Sa1 suhnitted. Foster <br /> explained the concentration of development on the east portion of the site meets <br /> all setback and open space requirements. He advised the western portion of the <br /> property will not accommodate development, due to poor soil conditions. <br /> Council1nernber Malone carmnented that the site plan does meet all minimum ordinance <br /> requirements, however, it is the job of Council to procure the highest and best <br /> use of land in Arden Hills. <br /> Council concurred to consider under separate motion each of the four actions <br /> relating to Case #90-17, site Plan Review for a Raoquet Sports Club, 4155 North <br /> Lexington Avenue, Dennis and Patricia Foster. <br /> Malone moved, seconded by Mahowald, to accept <br /> air-supported structures as an acceptable temporary structure for the intended <br /> use, with the condition that within 10 years the structures will either be <br /> replaced by the proposed penranent structures or that the pennit be reviewed to <br /> determine compliance with all applicable requirements, based on findings listed <br /> in the Planner's Report dated 12-5-90, and that =ent approval of the <br /> structures for the intended use does not imply approval at the time rview. <br /> Motion carried W'laI1.iJrDusly.
