Donald Lund. <br /> <br />The minutes of the Regular Council Meeting of May 10, 1965. and also <br />of the Special Meeting of May 17, 1965. were approved as submitted. <br /> <br />REPORT OF ATTY. VINCENT P. COURTNEY <br />(submitted by letter and read by Clerk Lorraine Stromquist) <br /> <br />Gray Fox Road <br />Atty. Courtney reported that the State will release its rights to Gray <br />Fox Road and it can then be dedioated as a village road. Dunlap St. is <br />also ready for dedioation to the Village. As recoli~ended by Atty. <br />Courtney. the Council decided to delay the dedications of these 'owo <br />streets until official papers are received from the State. <br /> <br />Sewer Rate Ordinance Amendment <br />Atty. Courtney submitted a redraft of this Ordinance for Council study. <br />Clerk Lorraine Stromquist informed the Council that she had checked with <br />surrounding villages concerning penalty charges on delinquent sewe~ <br />accounts and was informed that Shoreview. Roseville and New Brighton <br />cllarge a flat rate beginning with ~~1.60 to $1.50 and accumulating as <br />the delinquency continues. <br /> <br />Fi~e A~ms Ordinance <br />Acting Mayor Crepeau introduced by title and gave the first reading to <br />an Ordinance relating to the discharge of weapons and the use of other <br />dangerous devices, regulating the use thereof. providing for special <br />permits in specified cases, and providing penalties for violations; <br />seconded by Trustee Nethercut; motion carried. <br /> <br />... <br /> <br />Pile ~ Possible Health Hazard <br />to Atty. Cour ne report. was a carbon copy. of a letter to <br />Health Officer. Dr. Farkas, regarding the matter of a compost <br />pile on the Henry Brun's property, 3926 Glenview Avenue. Atty. Cou~tnay <br />informed the Council 'that in his opinion the compost pile is in viola= <br />tion of Ordinance NO...43. the Garbage Ordinance. <br /> <br />Mr. Bruns was present at the Counoil meeting and stated that many avid <br />gardeners do have compost piles and they are not considered objectionable <br />He further stated that the composition is suCh that he does not believe <br />that it is in violation of the Garbage Ordinance. Mr. Bruls informed <br />the Council that all material from the compoet pile BeS been used in his <br />garden. Mr. Bruns stated his objection !bo the manner in which Dr. Farkas <br />conducted his inspection of the Bruns property and misrepresented the <br />facts. Acting Mayor Crepeau stated that he will sugges'a to Dr. F/,t' kas <br />that he revisit M%o. .Bruns to discuss the matter. <br /> <br /> <br />Rezoning Matter ~ Johnson Properti <br />Atty. Courtney stated that he wou d like to look at the property <br />located on the east side of Hamline Avenue and south of Floral Drive <br />and to check in some detail the oomments of Mr. Dale before giving an <br />opinion regarding the rezoning of this property from Industrial to <br />Resident ial. <br /> <br />Trustee Nethercut stated that the Land Use Plan recot:Jlnends this rezoning. <br /> <br />Clerk Lorraine Stromquist informed the Council that ~~. Johnson expects <br />to apply for. a building permit shortly to construct an industrial <br />building at this site. <br /> <br />Matter tabled until neyt Council Meeting for opinions of Mayor Kennedy <br />and T~ustee Olmeno <br /> <br />=l~ <br />
