<br />Smoke
<br />Any emission of visible smoke of a
<br />shade darker than No. 1 on the Ringel-
<br />mann Smoke Chart, as published by the
<br />United States Bureau of Mines is pro-
<br />hibited, except that visible gray smoke
<br />of a shade not darker than No. 3 on
<br />said chart may be emitted for not more
<br />than four minutca in any 30 minutes.
<br />Air Pollution:
<br />(Fly Ash, Dust, Fumes, Vapors, Gases,
<br />etc.)
<br />The following emissions are prohibited:
<br />(a) Any emission is prohibited which
<br />can cause any damage to health, animals
<br />or vegetation, or other forms of prop-
<br />erty, or which can cause any excessive
<br />soiling at any point; and any emission
<br />of any solid or liquid particles in can.
<br />centrations exceeding 0.3 grains per
<br />cubic foot of the conveying gas or air
<br />at any point. For measurement of the
<br />amount of particles in gasses resulting
<br />from combustion, standard corrections
<br />shall be applied to a stick temperature

<br />O. Animals
<br />Any building in which farm animals
<br />are kept shall be a distance of two hun-
<br />dred (200) feet or more from any other
<br />occupied lot and any open or roofed en-
<br />closure in which animals are kept shall
<br />be a distance of one hundred feet or
<br />more from any occupied residential lot.
<br />The Council may order the owner of any
<br />animals to apply for a special use permit
<br />if it is deemed to be in the interest of
<br />%he public health, safety, or general wel-
<br />fare.

<br />D. Variances and Appeals
<br />On occasion the Provisions of this
<br />Zoning Ordinance may impose practical
<br />difficulties or unnecessary hardships
<br />with respect to the use or development
<br />of a particular parcel of the property.
<br />If the difficulty or hardship arises be-
<br />cause of special conditions applying to
<br />the structure or land in question, which
<br />conditions do not apply generally to
<br />ether land or structures in the district
<br />in which the land is located, the Council
<br />may grant a variance on an appeal by
<br />the applicant if the Council finds, in
<br />addition to the foregoing requirements,
<br />that granting the variance will not im-
<br />pair the health, safety, comfort, morals
<br />'and g"neral welfare of�the public, nor
<br />will it be contrary to the intent of the
<br />zoning ordinance. The hardships or dif-
<br />f(^ulties in the particular case must re-
<br />late to th- characteristics of the land
<br />and not the property owner and will
<br />normally relate to building set -back
<br />lines, lot area requirements, and similar
<br />matters. The Procedure for granting
