As <br /> . you know, the objectives are spelled out in the State Statute that imposes <br /> the requirement for developing a local plan. The objectives are listed with <br /> the recommended policies following each objective. <br /> Objective 1: Protect, preserve and use natural surface and groundwater <br /> storage and retention systems. <br /> Pol icies: Establish 100-year flood levels based on critical storm <br /> events. <br /> Prohibit encroachment that will reduce the capacity of <br /> floodways and allow only structures in the flood fringe that <br /> have been flood-proofed or that will not receive excessive <br /> Jama~e. <br /> Preserve the retention capacities of the present drainage <br /> system. <br /> Alteration of wetlands is discouraged. Alteration may be <br /> allowed on an individual basis if the alteration can be <br /> accomplished within the regulations of all federal, state and <br /> local agencies that have jurisdiction over the particular <br /> wetland. <br /> .
