JANUARY 13, 1992 <br /> PAGE TWO <br /> Policies: Regional detention areas, as opposed to individual on-site <br /> detention, shall be used to reduce flooding and to control <br /> discharge rates. <br /> Major storm water facilities shall be designed for the 100- <br /> year rainfall event. <br /> Emergency overflows or outlets to City drainage systems shall <br /> be- provided to any area currently without an overflow or <br /> outlet. <br /> All minor drainage system analyses and design shall be based <br /> on the 5 year rainfall event. <br /> All hydrologic studies and drainage design shall be based on <br /> ultimate development of the entire tributary drainage area. <br /> All developments shall provide land, funding, or a <br /> combination of both for developing regional sites. <br /> . Objective 3: Identify and plan for means to effectively protect and <br /> improve surface and water quality. <br /> Policies: Treat and/or control runoff to enhance water quality in order <br /> to reverse the upward trends in pollutants, especially <br /> nutrient and sediment loads. <br /> Actively develop and implement a community education program <br /> relating to preserving and improving water quality. <br /> All construction plans developed for the improvement of water <br /> quality shall include a detailed access and maintenance plan. <br /> Wetlands and regional detention areas shall be utilized <br /> whenever possible to remove sediment and nutrients from <br /> runoff. <br /> Encourage the Rice Creek Watershed District and Ramsey County <br /> to continue water quality monitoring. <br /> Objective 4: Establish more uniform local policies and official controls <br /> for surface and groundwater management. <br /> . Policies: The Rice Creek Watershed District is responsible for <br /> maintenance of all Judicial Ditches within the City. <br />
