PAGE TWO <br /> The second reason for bringing this to the City Council is discussed by Mr. <br /> Filla's letter of January 7, 1992, which is attached. The authorities in <br /> the George Reiling condemnation proceeding plan to visit the project site on <br /> January 21, 1992. They have asked that the easement be staked for their <br /> viewing. We therefore seek City Council authorization to stake the Reiling <br /> easement before January 21. <br /> City staff has discussed various options available to fund these <br /> improvements. One such option is assessment to benefiting property owners. <br /> Should the City Council wish to further consider assessments, it would be <br /> appropriate to authorize a feasibility study as the first step in an <br /> assessment procedure. For your review. we have therefore prepared a <br /> resolution ordering a feasibility study. This is the third reason for this <br /> project to be on the agenda. The design report attached can be expanded to <br /> include construction costs and other necessary information to complete a <br /> feasibility study. <br /> Should the City Council so direct, we would plan to bring bids and the <br /> feasibility study to the last meeting in February for your consideration and <br /> further discussion. <br /> .
