Berger, City 1\dministrator <br /> FRCH: TJ SWanson, City 1\ccountant {J{ <br /> cindy severtson, PLvyLaII1 SUpervisor C/-j <br /> 1'Tery Shields, Mministrative Secretary <br /> SUBJECT: smoke Free Policy <br /> Attached is a proposed administrative policy and resolution for your <br /> review regarding designating all City-owned wildings and vehicles as <br /> smoke and toba= free. <br /> The =ent smoking policy as provided for in the February 23, 1987 <br /> minutes (see attached), designates the Public Works Building and <br /> Administrative Offices as smoke free, while the Council Chambers is <br /> designated as one-half smoking and one-half non-smoking. staff would <br /> like to propose that all City-owned buildings and vehicles flOil be <br />. designated as entirely smoke free. <br /> There are several reasons for the proposed change. The first reason is <br /> that the majority of the staff at city Hall are nCM non-smokers. 'Ihe <br /> =ent designated smoking areas are comrocm areas which all city <br /> employees must use and the non-smoking employees find this quite <br /> offensive. There have been numerous complaints from staff regarding the <br /> smoking in the Council Olarobers (which also serves as staff lunchroom) <br /> and the restrooms. There have also been several complaints from the <br /> various volunteer cormnittees which meet at City Hall in the evenings. <br /> Secondly, staff has been exploring changing health insurance providers <br /> due to complaints received from staff in regard to the =ent health <br /> administrators. Group Health is looking very favorable and has agreed <br /> to offer the city employees a 5 percent diSCOilllt on the rates if the <br /> City would designate a smoke-free workplace. 'Ihe majority of the staff <br /> is in favor of this diSCOilllt. <br /> 'Ihird, the article attached on the Mounds view No-Smoking Policy which <br /> was recently adopted and published in the "The Focus" on December 31, <br /> 1991, wrote the follCMing: <br /> "The City Council approved the smoke-free Policy last week <br /> marking one of the last few cities to do so." <br />. The City Administrator of Mounds View was also quoted as having said, <br /> "The maj=ity of cities in the metro area have enacted <br /> similar policies... SUch action is lI\Ore the nonn than the <br /> exception. " <br />
