February 6 memo from Cathy Iago regarding the hiring of a <br /> recording secretary. <br /> 2. February 6 letter of interest in the recording secretary <br /> position from Sharla Foster. <br /> 3. Resume from Sharla Foster. <br /> 4. Several letters of recorronendation regarding the quality of <br /> Sharla Foster's work. <br /> . In Council's review of the above, I wish to note the following for <br /> Council consideration: First, Cathy spends approximately 30 to 40 hours <br /> per month typing Council minutes. This loss of time negatively inpacts <br /> her more essential duties as Deputy Clerk/Zoning Administrator. I <br /> believe this represents a loss of Cathy's experience and knowledge to <br /> the organization. While we have not documented consultant dollars saved <br /> by hiring a recording secretary, it does seem logical to assume that if <br /> Cathy's time were more focused on Deputy Clerk/Zoning Administrator <br /> duties it would lower the utilization of legal and planning consultant <br /> time. Secon::Uy, Cathy has been assigned additional duties particularly <br /> in area of the llrq:n:-ovements/ assessments due to the City's more <br /> aggressive pavement management program. Finally, the 1992 <br /> adrninistrati ve office salaries J::udget may be under spent due to certain <br /> salary in=eases not being administered (approximately $3,259.00). 'This <br /> would leave additional funds for the hiring of a recording secretary. <br /> In light of the above discussion, I recommend the Council hire Sharla <br /> Foster as recording secretary for the city's Council meetings. <br /> GRB/ts <br /> Attachments <br /> M92-51 <br /> . <br />
