INTRODUCTION <br /> The feasibility study for improvements for the Keithson Area Holding Pond and <br />I <br /> Storm Sewer Outlet was authorized by City Council Resolution 92-05 adopted at <br />I their January 13, 1992 meeting. <br />I The project location is shown on Exhibit 1. <br />I SCOPE <br />I The purpose of this study is to analyze the feasibility of constructing the <br /> storm drainage improvements to serve the Keithson Pond Area. This feasibility <br />I study will discuss existing conditions, proposed improvements and estimated <br />I construction and project costs. The project cost includes overhead costs, <br /> which include City Administration, engineering, fiscal and legal expenses. <br />. Financing methods will also be discussed, using the City's Assessment Manual as <br /> a guide. <br />I <br />I EXISTING CONDITIONS <br /> In 1987, a development plan was proposed by Mr. Marcel Eibensteiner, <br />I representing the Keithson Development Company. Inc. to develop a 15 lot <br /> development along proposed Keithson Drive. A drainage easement for storm water <br />I runoff ponding purposes was established on lot 5. block 1 as well as portions <br />I of lots 3. 4 and 6 of block 1. This pond. referred to as the Keithson Pond, <br /> was not designed for purposes of storing runoff from the 100-year, 24 hour <br />I storm as it does not have sufficient capacity within its easement. It is our <br /> understanding that an outlet was originally planned for this pond. but a <br />I revised grading plan deleted the outlet and was approved by the Rice Creek <br />f <br /> 1 <br />I <br /> -_.._---~ <br />
