I I. Watershed District. During construction of the pond. discussions were held with Mr. Eibensteiner to alleviate neighbors' concerns regarding pond grading, I water backup outside of the established ponding areas and damage to nearby I trees. In October 1989. a cash surety for the pond construction was returned to Mr. Eibensteiner by the Rice Creek Watershed District. This cash surety I return effectively concluded Mr. Eibensteiner's involvement in this project. A number of complaints continue to be received by City staff and the City Council I from neighboring residents with regard to ongoing drainage problems. The lack I of an outlet for the Keithson Pond is the primary concern of these residents. The City has been forced to pump the pond on several occasions to alleviate I back up onto neighboring properties. I PROPOSED IMPROVEMENTS . Through discussions with City staff and the Rice Creek Watershed District. plans and specifications have been prepared to construct an outlet for the I Keithson Pond. A technical design memorandum was prepared in December 1991. presented to and approved by the City Council and submitted to the Rice Creek I Watershed District for review. I The proposed improvements consist of the following items: construction of a I baffled wier in a location on the west side of the Keithson Pond, installation of approximately 475 linear feet of 24" storm sewer pipe to convey runoff from I the Keithson Pond to an existing ponding area on property owned by Mr. George I Reiling and construction of a baffled wier in the northwest corner of the Reiling pond.
