<br />I <br />I. Watershed District. During construction of the pond. discussions were held <br /> with Mr. Eibensteiner to alleviate neighbors' concerns regarding pond grading, <br />I water backup outside of the established ponding areas and damage to nearby <br />I trees. In October 1989. a cash surety for the pond construction was returned <br /> to Mr. Eibensteiner by the Rice Creek Watershed District. This cash surety <br />I return effectively concluded Mr. Eibensteiner's involvement in this project. A <br /> number of complaints continue to be received by City staff and the City Council <br />I from neighboring residents with regard to ongoing drainage problems. The lack <br />I of an outlet for the Keithson Pond is the primary concern of these residents. <br /> The City has been forced to pump the pond on several occasions to alleviate <br />I back up onto neighboring properties. <br />I PROPOSED IMPROVEMENTS <br />. Through discussions with City staff and the Rice Creek Watershed District. <br /> plans and specifications have been prepared to construct an outlet for the <br />I Keithson Pond. A technical design memorandum was prepared in December 1991. <br /> presented to and approved by the City Council and submitted to the Rice Creek <br />I Watershed District for review. <br />I The proposed improvements consist of the following items: construction of a <br />I baffled wier in a location on the west side of the Keithson Pond, installation <br /> of approximately 475 linear feet of 24" storm sewer pipe to convey runoff from <br />I the Keithson Pond to an existing ponding area on property owned by Mr. George <br />I Reiling and construction of a baffled wier in the northwest corner of the <br /> Reiling pond. <br />I <br />f Exhibit 2 is a copy of the plan sheet detailing the improvements to be made. <br /> 2 <br />I <br />
