Real Solutions.
April 03, 2024
Lucas Miller
Assistant Public Works Director
City of Arden Hills
1245 W Highway 96
Arden Hills, MN 55112
Attachment B
Minneapolis,
Phone: (612) 416-0220
Bolton-Menk.com
RE: Proposal for Engagement, Analysis, and Cost Estimates for Arden Oaks Park and Freeway Park
Enhancements
Mr. Miller:
Bolton & Menk, Inc. is excited about the opportunity to assist with engagement on park improvements at two
neighborhood parks - Arden Oaks Park and Freeway Park. This proposal is based on our conversation with you
about gaining a better understanding of the current use of the parks and developing a better understanding of
the community's needs/desires for park improvements. Bolton & Menk will create an online survey utilizing the
improvement requests by staff, PTRC members, and City Council members and gather public input and analyze
this data to then suggest improvement recommendations and priorities for upcoming projects.
Survey analysis, results, and final report will guide the City Council, PTRC members, and staff direction on
amenities to explore while moving forward with planning and design of park improvements. Planning level costs
will be provided with all improvements that are being explored.
SCOPE OF SERVICES
An online survey will be created and used as the primary engagement tool to collect feedback from the
Arden Hills community on their current use of Arden Oaks and Freeway Park, the issues they see at the
park, opportunities for improvements, and gain feedback on staff, Commission, and Council
improvement ideas. A link and QR code will be shared with staff to be included on the city website and
to the city's social media accounts. Additionally, a direct mailer with the QR code will be developed by
Bolton & Menk and sent to approximately 158 properties in the two neighborhoods that the parks
directly serve.
The survey will be live from April 22 — May 10, 2024, for com m unity engagement and feedback. Upon
the completion of the online survey Bolton & Menk will collect the data, analyze the results, provide
planning level costs for potential improvements, and create a final report with a graphic summary. This
information can then be shared with the public. Bolton & Menk will attend the May 28 City Council
meeting to present the findings and provide recommendations. Planning level costs will be based on
recent competitive bid pricing for similar projects, as well as discussions with manufacturers of
proposed products and materials.
