<br />Engineer Graham explained that Rice Creek Watershed Disteict
<br />governs and coordinates storm water programs for many
<br />communities but tries to leave the responsibility for
<br />assessing projects in the hands of the local governments.
<br />
<br />Filla said he would do some further checking into the question
<br />of Rice Creek Watershed District responsibility.

<br />costs, but he was opposed to assessing Keithson residents.

<br />Bob Stennis, 4540 Keithson, said he agreed with the comments
<br />of residents this evening and opposed assessments for a
<br />probl em caused by someone el se' s negl igence. He commented
<br />that the public notice for this evening's meeting was
<br />addressed to "property owners proposed to be assessed" which
