<br /> . <br /> INTRODUCTION <br /> CHARGE TO THE COMMITIEE <br /> The Arden Hills City Council authorized the organization of a Citizens Committee on January <br /> 8, 1990, to study the feasibility of constructing a new City Hall facility and to make <br /> recommendations in response to issues which surfaced in relation to the facility. On January 22, <br /> 1990, the Council reamnned this direction and appointed the committee which has developed the <br /> recommendations contained herein. The study was to consist of reviewing existing facilities, <br /> identifying future needs of the community and the potential for a community center facility to <br /> serve those needs, possible site locations, financing alternatives and architectural design concepts <br /> within the range of its examination. <br /> OBJECTIVES <br /> The primary objective of the study was to examine the viability of existing City Hall facilities <br /> . and to offer a recommendation for appropriate future facilities. While each member of the <br /> committee certainly brought his/her own particular biases with regard to the existing facilities or <br /> the desirability of a new facility, there was no pre-conception of a final result for this effort. <br /> Among other objectives to be examined were the following: <br /> 0 An evaluation of existing facilities <br /> - Condition <br /> - Required/recommended repairs <br /> 0 An evaluation of current and future space needs <br /> 0 Candidate sites for a new facility <br /> 0 Consideration for an Arden Hills Community Center <br /> 0 Identification of financing alternatives <br /> . 1 <br />
