The City Hall Study Committee held its fIrst meeting on February 21, 1990, and discussed its <br /> charge as outlined in the January 19, 1990, memo from City staff, the Mayor and Council, and <br /> received basic information on existing facilities from staff. <br /> The Committee generally set its course for a study to conclude by year end. <br /> The Committee determined that the following issues needed to be addressed in its evaluation of <br /> the new for new City Hall and Public Works facilities. Listed below is a summation of the <br /> issues addressed during the committee meetings held in 1990: <br /> FEBRUARY 21. 1990: The Committee held its fIrst meeting this date. The following <br /> department heads were present: City Administrator Gary Berger, Park Director John Buckley and <br /> Public Works Superintendent Dan Winkel. The department heads conducted a tour of the <br /> existing City Hall and Public Works facilities and detailed several current defIciencies of the <br /> buildings. Discussion during the tour included: Inadequacies of the Council chambers, lack of <br /> offIce space, employee lounge area and records storage in City Hall, and lack of adequate <br /> ventilation and storage for vehicles and equipment in the Public Works Facility. <br /> MARCH 21. 1990: The Committee heard from Tom Simonson, Assistant City Manager for the <br /> City of Shoreview, regarding the planning and construction phases of Shoreview City Hall and <br /> Community Center facilities. Mr. Simonson was able to provide insight into successful strategies <br /> . for development of the new facilities and also discussed how some phases of the project may <br /> have been handled differently. <br /> Planner John Bergly was present and discussed current demographic data relating to Arden Hills. <br /> which included: Population proje~tions, arsenal property acreage (should the land become <br /> available) and remaining commercial, industrial and residential land. <br /> Department heads Berger, Buckley and Winkel presented a preliminary needs assessment for City <br /> Hall and Public Works facilities. <br /> APRIL 19. 1990: The Committee heard from Paul Donley, Facilities Director for School District <br /> 621, regarding district demographics. Mr. Donley was requested to appear at the meeting to <br /> discuss the possibility of utilizing shared facilities with the District. <br /> Diane Traxler, representing Decision Resources, was also present to outline the background and <br /> procedures the company uses to conduct a citizen survey. Mr. Traxler also discussed the <br /> utilization of the data compiled from the survey to assist the committee in evaluating the need <br /> for new facilities in Arden Hills. <br /> The Committee requested that staff contact Ramsey County and the University of Minnesota <br /> ,-,' Extension Services regarding the possibility and/or need for share? facilities with either of these <br /> . 2 <br /> , <br /> .-. <br /> r <br /> , <br /> .. <br />
