CITY OF ARDEN HILLS <br /> MEMEANDUM <br /> DlI.TE : May 15, 1992 <br /> TO: Mayor and City Council <br /> FRCH: Dan Winkel, Public works SUperintendent cluJ <br /> SUB.:JECr : Request to Hire Full-Time TempOrary Employee - PUblic Works <br /> Due to the long-term absence- of Fred Reed from the Public Works =ew, I <br /> am requesting Council authorize hire of a full-time terrporary employee <br /> beginning June 1 through September 1, 1992. <br /> As you know, Fred has been on sick leave since mid-February. It appears <br /> he nay not be able to return to work for at least another month or two. <br /> Fred is scheduled to see his doctor during this week, and I have <br /> requested he ask his physician to send roe a written upjate on his <br /> condition including a timetable for his return to work and indicating <br /> his ability to perfonn job duties. <br /> . While there are not funds budgeted to hire this temporary employee, the <br /> City has realized a salary savings based on Mr. Reed's short-term <br /> disability benefits. The short-term disability payment is $200 per week <br /> and Mr. Reed has utilized his ac=ued sick leave and vacation. The <br /> approxlinate savings to the city during this time is $3,000 and <br /> additional savings will be ac=ued during his continued absence. <br /> I have been in contact with an individual that is interested in the <br /> temporary position. His name is phillip Perron and he has over 20 years <br /> experience in the area of sewer and water utilities naintenance. Mr. <br /> Perron has also done extensive bituminous surfacing in the past as an <br /> employee of Ray Perron Sewer and Water Company. This individual has <br /> also worked with the City on occasion repairing watennain breaks and <br /> when a backhoe operator was needed. <br /> Based on Mr. Perron I s experience, I am requesting Council authorization <br /> to hire at a starting salary of $11.35 per hour, the 80 percent level of <br /> the Public Works wage scale. Please note the position would not be <br /> eligible for benefits unless it exceeds 67 working days. At this wage <br /> rate, the expenditure would be approxlinately $5,800 to fund the position <br /> for the 3-month perio:i. The $3,000 savings from Mr. Reed I s absence <br /> would fund a portion of the expenditure, plus any additional funds <br /> accumulated during his continued absence, and the remainder would be <br /> pro-rated between General FUnd and Water and Sewer budgets. <br /> If Council con=s with the above recormnendation, a formal action <br /> . memorandum will be prepared for the May 26 regular Council agenda. <br /> rJiljts <br /> M92-l66 <br />
